I was checking out land raiders and it says they can hold 16 models. I was curious can I have 2 tac squads inside a single land raider (5+HQ and 10)? If so how can I deply them. Maybe I am just reading this incorrectly.

No, only 1 unit may ever be embarked on a single transport. With attached ICs. (pg 66, BRB, Transport Capacity, 1st sentence 2nd paragraph )
The Land Raiders capacity is to allow full terminator squads to occupy a transport.

Oh, thats no fun. I guess in my 1000 point army I will just run 2 land raiders each with a squad with an attached HQ. I think that would make a nice setup. Playing Salamanders. Now I just need to figure out how to build such an army.
If you really want to cram 16 marines into a Land Raider Crusader, then play Black Templars or Space Wolves. Max for vanilla marines are 12 - 10-man squad + 2 IC's.
