I have been thinking of building a space marine army and wahted to get some help with building this army by asking the following questions.
1. Should I plan to make the entire army mobile by putting all units in a transport?
2. Do you use terminators and if so haow many in a squad? I am thinking 5 and a leader.
3. What is the best way to fill out the fast attack part of the org chart?

Yes I know about the new SM codex, just don't know when it will be out. I do have one of the current ones and have told about some of the changes that are to be in the new codex.
First, you should tell us if you want Ultramarines or any specific Chapter/Successor Chapters.

I am thinking of doing Ultatmarines, but am also open to looking at some of the other chapters.

Tell us what you like, Shooty, CC, etc. As well as how much you wush to spend then I would glady assist you to the fullest.
Vanilla marines are well enough, particularly if you want to be shooty.
For 1,500 points or less, you should really stay away from terminators, as they can die pretty quickly due to enemy focused fire, (and plasma, and melta, and certain ordnance weapons, and lascannons, and missile launchers, and certain xeno weapons...)
If you go with fast attack, use assault squads if you like numbers. If you'd rather have small, strong numbers when filling out this part of the army, attack bikes get the job done quite nicely with T5 and a 2+ save. Some like the Land Speeders, but I feel they're too fragile for their points and can't use cover very well thanks to being tanks and on those damnable display sticks.
As far as a mobile army goes, you may want to reconsider it due to the death of the Rhino Rush, but you should still think about at least one troop choice in a Rhino for claiming objectives and just being overall fast. If you put everyone in a transport, and that's just your style, I believe the White Scars army list is adherent to that tradition.

Babel basically made it super clear on most of the nilla marines. But you CAN make a assault based chapter but you wont match up anywhere near the actual assault chapters. Besides that make sure you have an assault element, a shooty element, and a moble element. Then you are pretty balenced out to take on jsut about anyone.
And a word of advice dont super equip your HQ cause your normal marines will need nice guns too. Second the HQ is usually takes alot of shots so having a storng HQ die and everyone weak will basically screw you. Just that a HQ and probably a small number of vets to help him out.
