I'm curious as to what people's opinion is on having psykers in their army. Are they more effective with specific army lists? Or against certain army types?
Your thoughts would be much appreciated.
Both Psykers shine in a Mechanized army. Firing a Battle Squad out of a Chimera is great and it shields them from incoming fire really nicely. On foot it's easy to kill a few, which makes their powers a lot less effective.
The Primaris is better in a transport as well so he can choose targets better. He can be attached to say, a Veteran Metla squad. They can pop a transport, than the Primaris lightnings it while the Chimera puts a ML/HF into it. That'll do big damage to even Marines.
I say use them in Mech and leave them home in a foot army, they just don't have peak effectiveness there.
Don't forget that Primaris Psykers carry a force weapon. All right, he's not really a combat character, but hes not bad in a fight, and with a force weapon and a few lucky rolls you could take down a carnifex, chaos lord, or even a greater deamon. Nightshroud can be really helpful if you have an infantry army as well. Lightning arc is great against almost anything. It may have an average AP, but its got the sort of strength to worry space marines.

There aren't many situations I'd cast shroud over lightning. The range isn't amazing but there will almost always be something to zap.
Force weapon is more of a last resort prayer when he gets charged. I would throw him at an opponent with worse I though if the payoff was big, like a Carnifex outside of Synapse as you said.
As of now I have only found one real good use for them. Have a friend running necrons with C'tan and you take a full squad of psykers, lower their leadership to 2 and then make them pass a pinning test by C'tan at leadership 2 almost guarantee pin.
Other than that I haven't ran them in any game. They are just to fragile.

Yeah things can take on a whole new dimension in team play. Solo it's still pretty meh.
I reckon a team effort with the Primaris Psyker and a battle squad could work well. Use the battle squad to lower your opponents shootiest unit's leadership (from within a chimera), and then cast nightshroud with the Primaris Psyker. This will make it almost impossible for them to shoot the Primaris Psykers unit; giving you time to get a 50 man combined squad across the field.
If I was going to do that combo I'd probably Lightning them so they run away off LD2. You can do that combo with a Battle Squad + anything really but ti's very fluffy to use the Primaris, plus his high Str is more reliable against a variety of opponents.
Weaken Resolve only affects them for that shooting phase, so Shroud isn't doing anything.
The PBS is a cheap unit that can combine well with others by nuking Ld, or dropping a pie plate that will knock out marine armor 1/2 of the time.
The Primaris is a cheap support unit, but he isn't that great. Good for boosting a squad's Ld and dishing out a bunch of S6 shots, but that's about it.
