There isn't anything wrong with them, per se. The problem is that, for flamers to be useful, you've got to be within assault range. They won't last long enough to get that close and use their weapons. If they do, and you don't kill everyone, they're going to get assaulted and probably lose.
We've got better flamer equipped guys to do that job.
The problem with H-flamers on infantry is that they are 20pts. Which is FOUR times the cost of a normal flamer. Plus you've got a free H-Flamer on your Chimera you might as well invest those 20pts on, say, 2 Melta guns instead.
If you spent 35pts more you could buy a whole chimera. Which has a H-Flamer and a Multilaser .
Heavy flamers just don't cut it for me. for an extra point of strength and a generally insignificantly lower AP they aren't worth the extra 15 points over a regular flamer.

Heavy Flamers on infantry (Vets and Command Squads (both type)) are overprice compared to the killing power raise over a regular flamer, they are awesome on vehicules' hull mounts tho.
And this come from someone who loves flamer templates so much i near spam them....
It basically boils down to what Borak said, the cost. 4 Flamers > 1 Heavy Flamer every time. I use multiple Flamer dedicated units in my army and I've never wished they were Heavies, of course I also run 5 vehicle mounted HFs.....

When I run my vet lists.. I equip them all with flamers, then I have a small platoon in which I give them all flamers. I run my platoon command squad with 3 flamers and 1 heavy flamer. I just use the heavy flamer for a bit of an extra punch, as for some reason.. the heavy flamer causes almost as many wounds as a regular flamer.
The thing with Heavy Flamers is that I tend to run vehicle-heavy lists. Lots of Chimeras, a couple of Russes. What all these vehicles have in common are their hull-mounted Heavy Flamers. For the price of one Heavy Flamer (20pts) you could get a Chimera with Heavy Flamer (55pts) instead, and it would be much much more useful.
If Heavy Flamers were, say, 10pts each (twice a normal Flamer) then might just consider it. As it stands, what's the point?
I do it, because you have to do all the flamer templates in one go, that way more wounds caused overall. Plus i use my chimera for popping the transports. To each his own. I just like the ability to wound models easier, and kill most or all medium infantry. If my chimera's heavy flamer cannot roast a squad of fire warriors, the other one in my squad will.
