If MotW attacks, can't be boosted by wargear, what's the use of having a HQ/Elite choice taking it?

That is correct. It is not very useful for an HQ model to take. It may still be useful for putting on a Lone Wolf and Wolf Guard, depends if you want to give up the option of special CC weapons.
Army's used: Space Wolves, Tomb Kings, High Elves, Tyranids, Tau and Eldar.
I think Mark of the Wulfen are best used with Grey Hunters. And then it's Lones Wolves and Wolf Scouts
-With Grey Hunters you get a lot out of your MotW
-With Wolf Guard, a Wolf Guard Wulfen is only as good as a Grey Hunters Wulfen, but a bit more expensive, and you could have equipped him with some kind of power weapon
-With Lone Wolves, you get a better Wulfen, in that it has more wounds and higher BS
-With Wolf Scouts, the Wulfen is the same as a GH Wulfen on the offense, but with 4+ armour
It is possible to make the Wulfen a little more worthwhile on your Wolf Guard, and that is to give him MotW, a combi weapon (let's say Combi-Plasma), and a Storm bolter. Fire the Combi-plasma whenever. On any other turn, fire the Storm Bolter. In CC, you still get as much out of your Wulfen as if you only had pistol and CCW, so you don't lose out on anything. Fairly cheap in points as well
-Not great on IC's
I agree with what has been said so far, but IMO the best use of MotW is on Skyclaws. Since they can't have a wolf guard assigned to them the extra CC boost is very nice.
