Welcome to Librarium Online!
Hello everyone, Im considering an idea for a DIY chapter, but I don't know what colors to paint them. For reference, they're called the Storm Barons, and I was going to paint them blue and white, but I thought that would make them look too much like ultramarines. So, my question is, what colors would you paint them?

Consider taking white as your base color (though this is hard to paint so that it looks really good) and using blue for the details. Then it won't look like Ultras at all...
Other than that: when I hear "barons" I think of majesty. You could use gold and/or red and/or purple to represent that. The "storm" part is probably best represented with white and blue like you said. That leaves many options and possible combinations.
You can see what your color schemes would look like here.
P.S.: definitely go for your own chapter! DIY rocks so much more than any of the standard chapters...
I'd say go with a dark blue, a sort of Navy blue colour. Off the top of my head, there aren't many official chapters that use a dark blue. That sets them apart from the Ultras quite nicely.
maybe go for a half/quarter pattern with the blue and white?

Always loved the paint job, on a Night Lord Terminator, found here on the GW websight.

I can see, for your chapter, armor painted in a striking blue color with such a lightning design.
The bits should be a bright/clean gold color, with the eye lens being a bright ruby red or emerald green color.
I'd paint the weapon casings black, so they don't take away from the armor. Though, a bone color would be interesting.
Just my opinions of course!

Most of the "major" marine chapters out there cover all the primary colors and most secondary colors:
Dark Green (Dark Angels)
Bright Green (Salamanders)
Red (Blood Angels)
Yellow (Imperial Fists)
Black (Black Templars)
Dark Blue (Crimson Fists)
White (White Scars)
Gray (Space Wolves)
And coming off that, you'll find marine chapters already exist for pretty much every other color and color combination out there, from purple (Hawk Lords) to Mithril Silver (Silver Skulls). When you add in the common pre-heresy colors for some of the old chaos legions, and the color schemes for the post-heresy Chaos Space Marine warbands... well, you'll never, ever, ever find a "unique" scheme. No matter how hard you try, I guarantee it's been done. I've even seen hot pink marines before.
In short, don't worry about what's been done before. Just worry about what you want to do now, and let other people decide whether you're "ripping off" someone else's scheme.
A dark gray would seem to fit in well with the idea of a storm.
Whereas most other colours you could use for a chapter are already used by several named chapters.
