Curious about peoples feelings on the Storm Sheild vs. the artificer
Probably take the SS since it's power weapons/fists in CC that threaten him the most. Ideally, I'd take both.
Then again it really depends on what he's up against, doesn't it?

My bike captain for example is in the force only because I need him to get bikes as troops. I probably wouldn't use an HQ if I didn't have to. My biker captain usually sees close combat in every game, but not for very long (only for about two turns), and that's mostly not against units with power fists.
So instead of upgrading his invul from 4+ to 3+ I'd rather have the 2+ armor save and soak up damage from shooting attacks and withstand non-power weapon close combat attacks. That would change drastically if my captain's assignment was to wreck havoc in close combat against elite units all game...
But both upgrades are mere points fillers for me. I try to keep my captain cheap as possible if I can. HQs are expensive enough as they are, unfortunately...
I run my Captain with Relic Blade and Artificer Armor. It feels to me that improving his Invulnerable Save from a 4+ to a 3+ is kinda steep on the points. Then again, I also run him on a bike, so he's hefty on points as it is.
Now if I had a Terminator Captain, or ran him on foot, I'd probably go with the Shield.

I'd take the Artificer armour. Ideally I'd take neither and run him as-is because 95% of the models in 40K would climb over their dead granny for a 3+/ 4++ save and T4, but hey.
Also the Storm Shield takes away one of your weapon slots.
For me it depends on what he's armed with and what role I plan to use him. Normally, I'd only take the SS if I give him a thunderhammer. In all other cases I give him artificer armor if I have the points to spare, but typically I just run him with a relic blade and combi-melta.

I'd say neither as both strike me as a waste of points.
But if you're really looking for a place to spend 15 points at the end of a list, then probably the storm shield as the biggest threat to ICs, in my experience, ignore armor saves. (e.g. power fists, dreadnoughts, monstrous creatures, etc.)
