For riding in Valkyries with meltaguns which is superior? For the ccs you can get 4 meltaguns, 1 more than the veterans and the ability to issue orders for 10 points less than the veterans. But, the veterans ARE troops and have 5 more bodies allowing somewhat more tactical flexibility.
Veterans for the versatility, but in larger games you will have enough troops around to specialize more.
IMO, in any scenario where you need to hold objectives vets would be better, but in annihilation CCS might be worth it.
Always Veterans unless your army is 100% Mech, than I'd still take Vets. CCS should be around men and issuing Orders and of course they cannot score. Vets score and are more likely to survive a crash or some reprisal shooting because of superior numbers.

10 men is greater than 5 when jumping into the jaws of the enemy. Might be the difference between one round of shooting and 2.
