Well Christmas is come and gone and in a fit of unforseen foresight by my parents I now have a five man squad of Vanguard Veterans with Jump Packs for my UltraMarine 2nd Company.
The questions I have are:
1) Do I up the squad to ten?
2) Do I strip the plasma pistols off the unit (you get two in the box) and replace them with another option - and if so what?
3) Do I toss the Relic Blade in favour of a Thunder Hammer?
Any feed back would be appreciated

Well, they hit like a truck but a unit of ten is $$$. You might want to kit them out with a hammer and a couple of PW and see what they can do for you just like that. IF you find some success with them see where you can go from there.
Make sure you are using their ability to assault on drop with a DP beacon for the best effect. If you can get them stuck in with a squad they can't burn through in one turn you may have a chance to roll up some units.
Ignoring ==ME==Ever unhelpful comment they are overshadowed by several units but you could use them as a standard assualt squad (a fancy looking one) or use them as a surgical strike style weapon
your generally better off rmoving the plasma pistols for a bolt pistol and the relic blade is useful, but could be used as a power sword with no problem or complaints.
Drop the 5 man squad in as soon as possible in the thick of things and assaul the biggest most expensive target you can that you can. hopefully one that will take a few wounds and still keep you in combat till your enemys phase. they are good at taking out important targets.
Don't waste them as normal troops or going for normal targets and do not expect them to survive. use them as suicide shock troops and go for command squads, large mobs or anythign big and expensive
and keep them as a 5 man squad, 10 man is to expensive in most games

if u can stick some storm shields on them id recomend 2 and then 1 TH and the rest LC works for me and if you can pop a chappy in there and not DS them in and use them from first turn there wicked evil i highly recomend them

Well if ya got 'em and want to put them in there. Vanguard are flimsy, being just another 5 marines and to equip them with jump packs is even more spendy (I've no idea why they don't just COME with them). For all this they don't hit terribly hard outside the sergeant's relic blade, and the occasional fist or hammer. They are decent for targeting enemy elite elements, however and bringing the fight to them, a smaller enemy squad that relies on decent toughness or low saves to survive is an excellent victim for vanguard, just make sure they get there!
I think having the relic blade, and a pair of power swords would be plenty. Drop the plasma pistols, you don't want a 50 point model biting the dust on the one shot it will get with the thing. I feel a powerfist would also be beneficial to the squad, give it a little extra hit. Though this would put the unit in Land-raider price range.
Pingl000 makes a great point with the locator beacons. Using one of those to get the unit RIGHT where you want it is extremely vital. Assault is the only safe place for these bad-boys. If they can get shot, they are being wasted (unless they've already mopped up a unit) They are rather neat, however you need to remember that they are only as tough as a tactical marine, and will die just like one. Choose your targets wisely.

I think the unit will end up being:
Sarge: Relic Blade
x2 Vanilla Vanguard
x2 Vanguard with Power Weapons
Melta Bombs for the whole unit
That'll give me 11 Power Weapon attacks on the Assault plus the ability to pop tanks
Thanks for the locator beacon tip Pingl000 - good tactic - best used with a Drop Pod I think. That pretty much guarantees I'm going to sow chaos in my opponents ranks right from the get go.
pleeeasse stick 2 storm shields in there there so worth the money and a th/pf never hurt either seriously them 50+point models without inv saves is scary to cheap S/S fix that

But seriously the unit is an assassin shock team. The go in, murder something expensive and IF I'm lucky I get another turn out of them before my opponent murders them. I need as many attacks as I can get - loosing two attacks in exchange for those invulnerable saves is tempting (the unit could last longer) but it takes away their killing potential.
It IS tempting to take the Shields to avoid those lascannon shots but to be honest two saves in a squad of five isn't going to tip the balance in the game.
The other factor is that Vanguard units are a "look at the silly monkey" unit. They assault and your opponent freaks out. Rather then continuing with the mission they spend a turn or two killing the Vanguard, only to find that your regular Marines have won the game.
Oh and in your post you said pop a Chaplain in the unit and not deep strike them.
That kind of defies the point of Vanguard doesn't it? Heroic Intervention and all that. If you're not going to Deep Strike them then I'd dump the Jump packs and buy them a Drop Pod instead (then they can have the Chaplain as well as Deep Striking).
Vanguard suck because they cost so much for such little return. I can get 5 TH/SS Termies, an infinitely better unit for a fraction of the cost, or just spend it on useful things like Dreads, Speeders, hell, even the Legion of the Damned are more useful. You are relying on them Deep Striking, which entails problems with scatter, and they only have a 6" assault range. Even if they do land on target and in range (assuming a lot here), a canny opponent can simply surround his important units with bubblewrap (fodder to protect against assaults) and your Vanguard are munching on a cheapo unit of Guardsmen, then they get shot up, Storm Shield or no.
Too expensive, too unreliable, too many better options. Swap them for Sternguard if at all possible.
