Okay I am participating In a campaign in two weeks there will be 4 other armies and as far as i know its will be a free for all.
I am The Great Imperial Guard facing
Chaos Space Marines
How should I build my army to best take on all enemies? Its a 2000pt Battle
I don't think you'd need to make any real changes to the standard 2000 pt lists posted around. Russes, Vendettas, veterans should all treat you well.
cKerensky has it. What you need is a standard all-comers list. Go take a look at the IG list forum and the advice given there.
Here's a bog post I wrote on the subject:
the back 40k: The 4 Things Every 40K Army Needs To Have
The short story being that you need long AND short range anti-tank, long AND short range anti-personnel (AP3 and cover-denial), and some way of dealing with close combat.
For long-range anti-tank, you need a mixture of autocannons and lascannons. Basically weapons/units with multiple high-strength shots for taking down transports and monsterous creatures at range. Multiple shots are important because the vehicle damage chart is basically a 3+ save. So you want to roll as many dice on that chart as possible. You also need to be able to take wounds off of MCs and Ork Nobs at range.
For short-range anti-tank, that means meltas and a *small* number of plasma guns for killing big tanks, characters, Termies, and MCs up close.
Long-range anti-personnel would include large blast templates from artillery and Russes plus the flame template from a Hellhound. Make sure at least one of these is AP3 to kill Marines.
Short-range anti-personnel means flamers, heavy flamers, and massed lasguns.
Hope that helps.

Ok just found out it will be Campaign with objectives to run. not sure how it will work since it will be my first one like it
So what you need is a sitter unit to take objectives. I like Vets with either Grenaiders, Forward Sentries or, Harker.
a unit of grey knights could be a great objective taker, pretty much the hardest troops Imperial guard has access to
