I would like to try out a scout heavy army, including some landspeeder storms. What chapter would go best with this idea? I know most chapters have a 10th company scout outfit, but I think maybe ravenguard says "scouts/LSS" most to me with the fast attacking surprise part of their fluff. Anyone have other thoughts?
No Chapter has a particularly heavy emphasis on using Scouts. Several emphasize mobility in general and most of them could reasonably have two or even three Scout companies. Raven Guard are one such Chapter except that their own fluff is too established to have an unusually high number of Scout Marines. Of course, that doesn't mean you can't use them anyway.
You'll want to avoid the Imperial Fists and their successor Chapters, however. They're proud of not using subtle tactics even when they should.

I have heard that the new Blood Angels can take LSS as dedicated to thier fast attack, but scoring scouts. Havent looked in the book yet, so that could just be BS.
Pretty much any new chapter would be using alot of Scouts due to the rarity of 'veteran' Marines. Or you could say the the chapter got a good kicking recently and has had to recruit a great deal more to replace it's combat losses - Hence the large number of scouts.
Raven Guard or Crimson Fists are great for Scout heavy armies. My own Raven Guard army has four Scout units (2 x Combat with Meltabomb + Combi-Melta, 2 x Sniper) supported by two Land Speeder Storms (MM). It has a very effective alpha-strike and if I get the first turn, that's two enemy vehicles destroyed before their first turn, guaranteed. Great for objective-grabbing late game and generally pissing the enemy off. The rest of the list consists of 2 x Sternguard in DPs, Land Speeder Typhoon squadron and Librarian. It's been very effective.
The only problem with Scout heavy armies in my opinion is that Land Speeder Storms take up a Fast Attack slot each. They should have been a dedicated transport option of Scout Squads, definitely.
