exactly how does this upgrade work for vehicles. do u have to be in cover to use it.
Yes. If you're vehicle is in cover and has this upgrade then it gets +1 to its cover save. i.e A vehicle with camo netting behind a ruined building gets a 3+ save instead of a 4+.

But the vehicle has to stay still to get the bonus. So I don't think it's worth it on anything but static artillery.

I've occasionally used it to good effect on a Vanquisher with Knight Cdr Pask.
Pask's special rules also require you to be still, so as long as you park somewhere with good fire lanes, you can then sit your tank hull down behind some terrain or a disposable unit, such as a Multilaser/Heavy Bolter chimera that's acting as a gun platform. You'll probably still have trouble with flank attacks and meltas in close quarters, but I find it tends to keep my tank alive through turns 1 and 2 which are an utterly critical period for killing the Big Scary Thing in my opponent's list.
To be fair, this isn't against top tier opponents though, so whilst this may well work for a club game or a friendly,I wouldn't rely on it for tournament play.
Only really useful on artillery. If it was an anytime 6+, or a plain anytime +1 without the movement restriction, then it'd be pro, but...*shrug* unfortunately that's not the case
