Well, in the last BA pamphlet i used a jump-pack chaplain as my HQ (with varying degrees of success it must be said) and i was wondering whether a Reclusiarch is a good HQ choice in 1,000 point games against mech SM and tyranids? Any thoughts? Would it even be acceptable to use a jump-pack chaplain for the model
I think a Reclusiarch is a pretty solid choice for either of those opponents. Fearless and re-rolls to hit can work well against just about anyone. Against Tyranids you might want to try to include a Sanguinary Priest for Furious Charge and FNP to get him up to S5 and I6 on the charge to compete with the Tyranids' high initiative values and to allow him to better wound MCs.
Hell, I can't think of a time when a Reclusiarch *isn't* a solid choice With the fragility of Librarians and the lack of many special rules for Captains (no Rites of Battle, rly wtf?) the Reclusiarch seems to be the most universally useful choice for a non-special character HQ.
As for using a Chaplain model, yeah that would be just fine (intended really). Reclusiarchs are just more senior/experienced/veteran Chaplains after all. And a Chaplain will have the same wargear modeled on him (Rosiarius, Crozius Arcanum etc.) as a Reclusiarch.
The only thing I see solidly in the favor of the Librarian is the Force Weapon for a low points game. It gives you reasonable anti-character/MC for it's cost. Though you'll need Sanguine Sword and the Epistolary upgrade to make it really reliable in that role, and then you're in the same cost region as the Reclusiarch anyway.
I'm really starting to view the Librarian as a budget HQ choice. If you really want something that will provide offense look to the Captain or Reclusiarch.

They're one of the cheapest choices in the codex and comes with gears included in their cost..
Compare the Reclusiarch to a Captain mate. The Reclusiarch is 30pts more and has 1 less WS but comes with a Power weapon, Fearless and re-rolls to the squad he's joined. Thats not bad when you break it all down. The only reason I take a Captain over a Reclusiarch is the choice of funky wargear........ and I'm still tempted to swap them around from time to time.
If the Reclusiarch had better WS and more wargear options we'd be back to the doomy doom chaplains of doom we had in 4th edition. Anyone remember those guys? They were just like regular chaplains, except cheaper and better. They were awesome.
Anyway, I like my Reclusiarch. If you're running DC he's absolutely mandatory and if you're not he's still a pretty good stand-in for a captain.
