Reclusiarch or Librarian to go with a death company in a rhino?

With Deatch Company? Definitely the Reclusiarch. The boost he gives to DC units is fantastic.
In most cases, I'd say the librarian. he offers a psychic hood for defense, and for BA can use unleash rage to perform the same function as the chaplain (allowing his squad to reroll to hit) even if they don't get the charge. He also has a second power, I prefer sanguine sword, that can offer more fire power / hitting power / options.
But then you said you wanted your HQ to be with a squad of death company. Combining a powerful/tough assault unit like death company would be great with either, however the reclusiarch lets them reroll to hit AND wound. This is a significant increase over just rerolling to hit for the librarian. Though there is one caveat: They MUST get the charge. The reclusiarch's ability only works on the charge, along with the death company's furious charge. Although this is rather obvious, in the event you are assaulted the librarian's ability to give his squad preferred enemy in subsequent assault phases allows the squad to continue to reroll to hit, as opposed to just the initial charge.
But you're BA, you should be getting the charge! So throw a reclusiarch in with your squad and watch them reroll hits and wounds with high strength/initiative attacks when they slam into some unfortunate target.
Chaplains have been very cost effective for a rather long time and for a squad that is meant to smash into anything it can reach the chaplain's cheap invulnerable save and good stats make him the best choice for what is essentially a suicide squad.
