Can an assult squad with jump packs still take a transport, but just not ride in it and also can five jump packs ride in a rhino like they can in a storm raven. thank you
Units with jump packs can't embark onto transports. The Stormraven is a special exception.

And to answer the first question. Yes, an assault squad can purchase a transport (rhino/razorback) for the squad, but will be unable to embark onto it, if they are equiped with Jump Packs.
I'm not sure how the vanilla assault marines work but BA assault squads need to remove their JP's before they have the option of buying a transport. It's all one bullet point. So I'd as far as BA go I'd have to disagree with you on this one.

@Bugs n Orks: You are precisely correct. I stand completely corrected. It is that way in the Vanilla Codex also. I say that I've never noticed it previously. Also, that I would never remove the jump packs to purchase a vehicle either, but thats a personal opinion.
Another note I was incorrect on was that Assault Squads (in the Vanilla Codex) are unable to purchase razorback transports, just Drop Pods or Rhinos.
