Sorry but this is the wrong forum for a question such as that. This forum is for votewars, which are matchups between army lists, they are voted on a basis of which list has the advantage. This is normally done in a tournament style format.

Your question would be better suited to the Space Marine forum as it is aquestion about Space Marines and thier codex.

Cheaper Vanguard and devestator weapons, firstly.
    Honour Guard on bikes.
A reason to take the chapter master over a captain: T5?
    A reason to take a captain over a chaplain/librarian (gives everyone within 6/12" Ld10).

Stormraven gunship, if the ****ing Blood Angels get it then so will another chapter.

Assualt marine captains, that allow assualt marine squads numbering ten men to be troops (kinda stealing BA's thunder but then marines can make bike armies and thats supposed to be Dark Angels Ravenwing's thing).

Thunderhaw... no, on second thoughts that would be stupid.
    Battle Barg... perhaps not.

An orbital bombardment thats actually worth not moving (however without using apocalypse blasts this is, difficult).

Trainee librarians, can't remember what they're called at the moment.
Techmarine thats worth it (doesn't take up a slot in the FOC).

    I'll think of more.

    Terminator Armor maybe?

Cheaper Vanguards (Come with the Jumpack maybe)
Different Captains (Or Chapter Masters) that allows you to take Vangaurd, Sternguard, Terminators, Assualt Marines... etc as troops. Not just as scoring units, but as troop choices.
Make Whirlwinds a Vehicle Squadron. Allowing you to take up to three in one squad. I find it hard to warrant taking just one for a Heavy Support slot. Same with the Land Speeder Storm. I would like to see a Scout army all mounted up in Land Speeder Storm's.

As Sancraer mentioned, a reason to actually take the Chapter Master would be nice. Even if he just gave all units with 6"/12" of himself Stubborn.

Prehaps one for the next reincarnation of the whole rulebook but...
Rolling a one with plasma weapons does NOT possibly kill the firer. No marine would ever be allowed to use such a potentially lethal weapon. It makes no sense. Make them dearer pointswise, or a roll of a one destroys the weapon, or miss the next turn firing, anything would be more reasonable than the stupid "Gets Hot !" rule as it stands.
Jager bombs. Very efficient at wiping out friend or foe.

Yeah, but I don't see them putting it in the BRB. I mean, A Space Marine would be smart enough to drop it if it got hot, but an Ork on the otherhand... Well lets just say the Ork may need to visit the Mad Doc.

Devestators as troops if you take a captain with a heavy weapon.
Captains with heavy weapons (to allow the above).
Shoulder-mounted pistols (like servo-harnesses for everyone).

Deep-striking rhinos. (the BA have DS LR, a rhino is lighter...)
    Para-marines. Self-explanatory.

Wait GW love space marines: The option to exterminatus the whole planet if your losing, so the worse a SM army can get is a draw.

(If i make enough of these an awesome one will be written).

    Roboute Guillaman dreadnought.
Stasis gun that freezes somebody in time.
Bolters that are better at shooting than hitting somebody over the head with.

Demolisher cannon ordnance barrage (then again, this would make vindicators loads of points).
STERNGUARD WITH JUMP PACKS (how else would they keep up with the vanguard and the new assualt marine army allowed by taking a captain with a jump pack.
To be fair VANGUARD WITH HEAVY WEAPONS on bikes, deep-striking bikes, jetbikes thats the one.

    Erm...

I'll be back with some more reasonable options.

Edit: I've calmed down a bit, anyway, i like squadroned whirlwind idea. Land speeder storms just need to be DTT for scouts, that essentially fixes them.
I'd like terminators to be able to teleport (yes I got the idea of DoW). Similar ability to swooping hawks. Being allowed to re-enter reserves then deep-strike again. Or jsut basically getting gate of infinity with no librarian.
    Trainee chaplains
Reclussiarchs (or the same statline), chaplains just aren't as good.

Edit number 2: Giving captains the ability to disarm opponents. Instead of making all your attaks, you can make one attack and do the following. Pick an enemy model, both players roll a D6 and add it to the captains/models WS. If the captain scores higher then he disarms the opponent. (if this istoo powerful, maybe you have to make an iniative test to do it).

I see a better fix as an Initiative test as once the gun starts to explode the model would have a split sercond to do something about it, a clumsy Ork would have issues, and Imperial guardsmen would do better as would Marines and Eldar even quicker. As you said though it would be a better fix to put in the rulebook itself.
Ask me about the Black and White Space Marine on the Black and White Bike!!!

I read a recent battle report in WD in which the Chaos player lost two marines to the "gets hot" rule on their first turn of shooting. I know thats bad luck with the dice, but still its a bit daft.
