I'm not going to playing in any matches untill after christmas. i have £70 to spend, here we go.
1 infantry squad
1 heavy weapons squad
a lord commisioner
a ratling squad
a storm trooper squad
are these good to start with, im just going to build up my army untill christmas...have you got any better ideas for the men i could have for £70 or less? thank you
Honestly, my first picks would be two infantry squads (2x $24.75) and a command squad ($25). Next would be three assault weapon blister packs (3x $15). That would run about $119.50 US. My next recommended purchase would be 3x Chimera (3x $35). This brings your total to $224.50 or 145-146 pounds.
The core of any starting IG list, especially one on a budget, is going to be a command squad and two veteran squads. Having them mobile protects them and gives you extra mobility and firepower. The configuration above would give you a basic list that would ring in at around 460 points. That leaves enough for an upgrade or two for the commander and a doctrine for one of the veteran squads for a 500 point list.
Once you've got a basic list together, read the codex decide what you like. Add a unit that sounds fun, test it, and keep it in your list if you like it. Keep doing this and you'll have a great army that fits your play style.
Playing an Imperial Guard army is not an inexpensive proposition, but it is the most challenging and fun codex in the game in my opinion. Additionally as an Imperial Guard player you will have access to more model and unit choices than any other army in the game. This means that your army will stand a better chance of being unique to you as opposed to the set build armies you see in marine and eldar lists.

That sounds like solid advice.
One thing to consider is if you want to play mechanized, infantry, or a hybrid of the two. In either case, IG is any army where the battleforce is a great buy (heck 2 of them isn't bad either).
Looking at your above list, that is certainly doable. But just like that it is an illegal list as you do not have enough troop choices. You're going to need/want at least 2 veteran squads (2 infantry squad boxes), 2 platoons (2 command squad boxes and 4 infantry squad boxes), or a platoon and a veteran squad (1 command squad box and 3 infantry squad boxes) to start. Like I said, battleforce or two is a good buy.
If you are taking veteran squads, you'll probably also want chimeras to go with them. I started my IG with the following: 1 Codex, 1 Battleforce, 3 Chimeras, 1 Leman Russ, 1 Pack of 5 Meltaguns, and 1 Pack of 5 Plasmaguns. Price is 173.5 GBP, but you can find online retailers for up to around 20% off so around 140 GBP.
Sorry, this hobby isn't cheap.

With discounts, £64 will get you 2 chimeras, a Command Squad, a combat squad and 10 "snap fit" Cadians with lasguns:

I'd then get a melta gun blister from GW - they are £4.50 each for 5 guns. Total rip-off, they should have the options in the squad box already, but oh well, total price is £68.50, but you need to account for some shipping. And you do have paints budgeted for too, right?
Anyway I think this gives you enough for a solid combat patrol force:
Each squad needs 6 lasguns so for 2 squads you need 12
You have 10 "snap fit" gunners
Make up the final 2 from the 10 man squad box. Boom 12 lasguns.
You need 2 Sergeants, 1 you can build from the squad
This leaves 7 more inf from the squad box
Convert 5 of them into melta gunners using the melta gun blister and chopped up spare lasguns.
Each squad needs 3 special weapons so you need another to make 6
Now, you get an option for a melta gun in the CCS box so with him you have 6x melta guns, enough for 2x chimera borne melta vet squads (put hull flamers on you chimeras to tie in with the close ranged meltas)
You're still a sergeant down so you need take the banner because although he looks awesome the banner is useless. Swap out the banner arm for a laspistol arm and he's a suitable model with a CCW and pistol.
This leaves the CCS 2 men down, which you can make up by building the final 2 men from the squad box into grenade launchers.
I'd then take the grenade launcher and plasma gun from the Command Squad box and make the medic and vox operator into a grenadier and plasma gunner. Finally give the commander a plasma pistol.
The CCS hangs back in cover laying down 24 inch ranged firepower and issuing orders while the two chimelta squads can advance to engage the enemy at closer range.
So there you have it, not the absolute best force pretty darn competitive and balanced, a solid starting block for your army and all, just about, within your budget

Storm Troopers are the best buy for the buck. they are like mini-marines. reg. infantry suck! if your gonna start and army, then you'll need a command squad, and two troops, but no-where does it say you can't you can't use Storm troopers as a troop choice. As far as commissars go, lord commissar is ok, but commissar Yarik has to be your top choise.
IG mechanized/DaemonHunter army 7000 +pts.
Yarik is over priced, I doubt you would find anyone using him in a competitive environment.
take a careful look on ebay would be my advice.
People are always selling stuff and you can pick up loads of squads, HW and vehicles for a fraction of the new cost.
I've just build an imperial army and apart from the starter box from GW which I bought new, I bought everything else 2nd hand. Most of it was unpainted and assembled which is a bonus if like me you stick your fingers more efficiently than you figures. I now have loads of men, guns and vehicles which cost me probably less than £200 all in.
I just can't seem to get a reasonably price valkyrie on ebay!
