Been posting lots about Raven Guard as cant get answers from google or codexes that isnt majorly out of date.
If i wanted to re-create the "Shrikes Wing" (some ref to back in 2005) could i convert a command squad and give them jump packs? As the vanilla codex does not have it as an option? (but is where Shrike is based)
As like the idea of a footslogging assault army, with scouts and assault marines doing quick attacks with meltabombs and some attack bikes
Have got Korvydae, Shrike and Chaplain with Jump pack and just want loads more in that style.

IMO, the maker(s) of the codex simply forgot to add the 'jump pack' entry in the 'command squad' section. Because it makes not sense (although he is a captain) to be mentioned, but not being able to to join the command squad, simply because they can't have jump packs.
So, I would say: Go for it. As for the points, perhaps for 50pnts ( same as in de BA codex ). I love to play with Shrike and came across the same problem. My friends have no objection on the idea of letting them have jump packs, so.

You can't give commmand squads jump packs, no. Shrike can still lead them: they just won't have packs. A good guideline if you want to house rule it is +5 or +10 points per model. Similar mobility can be legally achieved with bikes, but you don't seem too interested in that.
Otherwise, assault squads or Vanguard.

Shrikes wing were actually veterans trained by Shrike himself, not necessarily a command squad or honour guard, and they never actually had an Apothecary, company champion or anything - so my advice is take Vanguard with Jump Packs and Pairs of Lightning Claws.
