I'd like to get other player's advice on using commissars in my force.
1. At any time, would there be a reason to update their wargear with a power weapon and/or plasma pistol?
2. The current goal for my force is 2000pts, and was wondering if I should a commissar in very choice you can buy one for?

I tend to use my commissar as a body to make my squads stubborn on ld9 or ld10. Nothing is so annoying as getting a squad pinned or falling back because bad dice rolling. Missing 30 or more shots is something even a guard player can't afford to lose.
so in general I include a commissar if I want to use a blob squad

If it's a blob squad you can almost justify putting a power weapon on the sarges and commissar - since they can't be picked out put them at the front and they might hurt anything trying to charge it. Plasma Pistols, however, are worthless. That said, Commissars are only useful in blob squads. Anything else you want to break so you can shoot whatever assaulted them.

Absolutely bring a power weapon. The Commissar, in any unit worth having him, will have several assault phases during which to attack; and, really, few people bring a Commie for any purpose other than to hold up in CC.
Plasma pistols are ineffective for any footslogging unit. At best, they're one-shot weapons.

Yeah stubborn isn't needed for shooting attacks, and the reroll can be more cheaply achieved with a platoon standard.
