Personally I think Blood Angels because mainly the black rage but my friend constantly says that the Black Templars are better... you decide
Templars, without a doubt. Oh sure, the BA have Death Company, but every Black Templar, every single lowly Initiate, is capaple of hitting anything on a 3+ and can have the BP/CCW combo. And as a little added bonus, they become fearless in CC as well, meaning that they don't have to fear the 'Massacre!' result added in 4th Edition.

as a son of dorn many people may think that my oppinion is biust but having frinds how contantly play each other and 9 times out of 10 the BT win
Yes people i know that my spelling and punctuation is awful but I am product of British teaching pollicies so what can I do about it?
Everyone in the squad can hit on a 3+ AND you can have two powerfists as freaking SQUAD options rather than Sgt options.
Then, if they fail a LD test, they don't have anything bad happen to them. Instead, they charge you with all of those non-targetable powerfists.
Besides, the removal of the rhino rush sort of neutered BA's as a whole.
Black Templar by far, As said before 3+ to hit with all units and No fear! Even Deathcompany falls to the might of the Templar!
I honestly like the BA. They aren't as all out of an hth army as BT, but they are more balanced overall. The fact that they can't take bp/ccw is the main difference but they do stike first and harder if they charge into hth. Also a full done up honor guard squad with a SHP will walk though BTs like they aren't even there. Think about all power weapons at S5 I5 and rerolling all misses...
Also one thing I have found is that fearless isn't as good as it used to be anymore. Since if you are outnumbered when you lose you take more wounds. This has happened in pretty much every 4th edition game I have played so far.
The Black Templar without a doubt are better than Blood Angels.
However I think Space Wolves have them both beat, with 2-3 (or even 4 in a big Blood Claw pack) powerfists/weapons per squad. And their squad leaders get cheaper wargear.
Though I hate to admit it , the Black Templars are a bit better at combating the enemy in close quarters, even when compared to the mighty Flesh Tearers..appearently religious zeal is a bit more motivating then a dementia-induced hunger for the flesh of the living.Who knew?
Blood angels can be vary deadly, but they require that you get the assault. In a long drawn out fight templar have the advantage due to their equipment and special rules. Blood angels have a few units that are "better" than the templar, A blood angels assault squad is better than a templar assault squad due to furious charge, The Blood angels Sanguinary high priest is better than any character the templar get (including the emperors champion). The Blood angels also have the feared death company; with their resilience to damage they are a tough nut to crack.
So I think they are about 50/50 in my opinion, but the deciding factor is that the Blood angels still follow the index astraties fairly close, where as the templar have an unknown size and are disorganized bunch of zealots.
blood angels no doubt...mine have never lost to BT in combat
furious charge really tips the balance...a jump packed squad with this will tear any BT apart.
just because some BA players became hopelessly dependant on the rhino rush, dosent mean that is the only thing BA can use...ive never used it personally, and ive never lost against marines.
hitting on a 3+ is all well and good, but considering we wound on a 3+ on the charge, and we hit first too...i favour BA...plus we can have special units (and alot of them) like the furioso and and the veteran assault squad, not to mention the death co. and the honour guard.
2 powerfists a squad...whoopie doo
Never judge someone until you've walked a mile in their shoes...by that time they'll be a mile away, and have no shoes
