I am inheriting a bunch of space marines
I was wondering how I can build an effective marine list focusing on marines w/o using mass amount of jumppacks and transports
A balanced footslogging army would be a nice change to my mechanized chaos

I think a list with just marines and no vehicles could be interesting.
that sort of thing. You trade mobility (which is really very important) for having the heavy anti-mech metagame off your back (i,e all those Meltas and Lascannons aren't designed for killing marines)
Having Bike Squads would be a HUGE plus in this kind of list as they can shove Melta in people's faces and contest objectives very easily. If you got 60 or so marines I think it'd be very difficult for any opponent to deal with.
A footslogger marinelist might be fun to play, but it is far from competitive I'm afraid.
though you would get a lot of people frowning if you field some 50 or 60 marines. Problem is that your marines might be hardpressed when dealing with a more mobile army. You would need a decent amount of devastators for starters to take out armour. I'd advise you to go for some bikes as well or at least speeders to contest objectives late game.
Space Wolves could probably do this a lot better actually. 3xLong Fangs, plentiful Grey Hunters (tactical marines but cheeper and with a bunch of cool extra rules/options) and some fast units for contesting Saim Hann-style. Maybe some melta-pod Wolf Guard/Scouts.
All those Long Fangs can blow up anything within 48", Wolf Guard or Scouts should be able to get the stuff that's beyond 48"
Use some Grey Hunters to hold your objective, something fast (Reserved Speeders/Bikes work best) to take enemy objectives.
Should be a decent army really.
I'd suggest leaning on Sternguard, Devastators, and Scout squads for such a footmobile vanilla army. Scouts can quite mobile compared to most of the rest of them, so they ought to do quite well.
