Hey everyone. I am new to this forum. Only been playing 40k for the shortest of time and have an army to run by you.
2x HQ - 2x Chapter Master with helfire rounds
2x Honour Guard (1 Champion, 2 Guard)
2x Trans - Razorback, las/plas turret, storm bolt, hunter killer
3x Troop - 2x Scouts (5 man) - 1 sniper, combi melta, bloters (thinking about
shotguns instead of bolters for the other 3)
1x Sergeant Tellion
1x 10 man Tac squad, melta gun, melta bombs, drop pod- strom bolt
3x FA - 2x Landspeeder Storm - Assault cannon
1x Scout bike squad 3 man, combi melta, melta bomb, locator beacon
3x Heavy - 2x Predator, autocannon, Hv bloter sponsons, storm bolt, hunter killer

First of all, welcome to the hobby and the forum.

Now for your list.
For a 1750 pts list, you have a limited amount of scoring units and little synergy in your list. One of the main causes for this is the double chapter master with honor guard setup. This is one setup that eats away your points. You might have created a decent CC unit here, but the two of them make that your list suffers greatly from it. Perhaps it would be more suited to start out with a simple hq choice, the likes of a librarian in order to get the basics of the game. At 100 pts it is one of the most solid choices a generic marine player can take.
Now for your troops you have 20 men in total, of which 10 scouts and 10 normal marines. Taking Telion with your sniper scouts is a very good choice, but that second unit would have to be geared more towards CC with the land speeder storm they will be taking. That tac squad in the drop pod, will come down turn one because of the drop pod assault rule. that means that either you have one scoring unit without support that will become easy pickings for your opponent or you have them dropping close to your own line and they will be walking. This is not a good choice in other words.
The drop pod assault rule makes that you should take your drop pods in uneven numbers like 3/5 or 7.
Now for the pointslevel, you have a very limited amount of scoring units. normally for this pointslevel, I'd like to see at least two fully equiped tac squads with transports, perhaps a third, and then you can take a sniper scout unit with tellion to sit back from the rear line.
For the Fast attack, you have selected 4 units, which is one over the limit. The Land Speeder Storm can't be taken in a squadron and you have 3 storms for 2 scout squads. that is a no go. If you want to use speeders, take typhoon speeders for added firesupport at range, or take Multi Melta/Heavy Flamer armed speeders to smoke threats from close range. I don't like scout bikers all that much neither. Bike squads are very usefull, and much better than scout bikes.
You have taken some very solid heavy support choices. The preds armed with HB and AC, will deal some damage, but drop the stormbolters. They eat up points and do you little good. Remember, your opponent chooses the weapon destroyed result.
Vindicators are very capable units, but they are very high on your opponents threat list. A single vindi makes for a nice fire magnet, but is likely to be taken out before in range or even at turn one. It might be better to drop one of the preds to take a second vindi.
When constructing a list you mustn't look at each unit individually, but you must create a list that has synergy in it. All of your units must work together and form a singel body. All units in your list must be geared towards this goal. Never forget your objective takers. Since 4 out of 6 games will be played for objectives, you need them. scouts are good units and I'm a great fan of snipers with telion, but marines are better at holding an objective. for example armed with a meltagun and a MM in a rhino, you have a very capable unit at your disposal. Just remember to support them in a generous manner.
