I'm going halfsies with a buddy on Assault on Black Reach (he wants Orks, so it seemed like a good idea). My question is: What do I get next? Should I pick up a Battleforce, or are there certain squads/figures that I should pick up instead?
*Yes, I'm getting a Codex as well.
As a reminder, AoBR comes with 10 Tactical Marines, 5 Terminators, a Dreadnought and a Captain.
Also, I'm not yet 100% sure on my Chapter yet. I had thought Ultramarines until very recently, but after some more investigation, they don't look like they're the best. I am leaning heavily towards Space Wolves ATM, though.

Definitely get another battleforce - if your friend wants to go halfsies for a second AoBR set, that'd be a good choice for you guys again as well. The obvious second choices is to buy some transports (Razerbacks, since they're very easy to build so you can convert them to rhinos at need) and some support units. I'm quite partial to Typhoon Speeders, personally.
If you decide to roll Wolves, see if you can get your hands on a bunch of Missile Launchers somewhere. Their missile teams are probably the best in the game.
You should definitely try to convince your friend to go halfsies with another AoBR box. 10 tacticals just isn't enough, but 20 is just right amount to start with. Two dreadnoughts is quite nice too and with the 10 termies you got your elites covered there. The only big problem is that no matter if you go Vanilla SM or Wolves the AoBR termies are pretty meh. I'd still suggest you go Vanilla SM, though. Yes, wolves are powerfull even to point of being overpowered but they are also pretty one-track-mind. All you ever need (and use) is grey hunters and long fangs. Vanilla SM are much, much more interesting due to having wider choice of viable lists.
Whatever you do your tacticals/grey wolves NEED transports so the next logical step is to squeeze the money for two Razorback kits. Never buy Rhino kits, by the way, the Razorback kit has all the Rhino pieces plus a shitload of weapons. The obviously best way is to leave the back turret unglued and magnetize it so you can shift it from Rhino to Razorback and back again... Even if you don't do that and never need the extra weapons you can sell them in ebay for good profit.

if you cant get your friend to get a 2nd box, id look at the Sw battleforce:
Space Wolves Battleforce | Games Workshop
youll get a drop pod which would be nice for your dred. some scouts, and 10 blood claws and 10 grey hunters, if you mix and match the grey hunters into the BR tactical marines it will really start too look like a SW army.
definatley you need more troops, so with 20 more in the battleforce its a nice start.
Remember also, just because you get the battleforce for one codex doesn't mean you have to get that codex as well. IMHO, get the space wolves battleforce if you want tactical marines or grey hunters (depending on your codex), get the new Blood Angels battleforce if you want more assault marines, and get the Codex: Space Marines battleforce if you want a mix of the two. I do agree that you should probably start with Codex: Space Marines, just for all the options and varying list builds you can have (though IMO, Space Wolves can be just as varied), but then the Space Wolves battleforce is probably your best choice, just for the multitude of troops and the drop pod for your dread.

I think I'm gonna pick up a SW battleforce, followed by some Wolf Guard Terminators and use some of their parts for the AoBR Termies.
