So, I'm in the process of writing a Blood Angels list. I go to equip my captain, and I find that not only can Blood Angels captains not take the Blood Angels signature power weapon (Glaive Encarmine) or one of their signature firearms (hand flamer) but they also can't take Artificer Armour, which is something the Blood Angels are supposedly famous for having.
What the hell, Mat Ward? Are you trying to force people to take Special Characters?! What the hell?
It's a well known fact that Matt Ward is quite clueless when it comes to writing codexes. Get used to it.
It is annoying, especially the artificer armour, but I actually don't field captains with my BA lists at all. I am absolutely sold on the Reclusiarch at this point, he has been nothing but stellar for me. One note, the hand flamer actually can be taken by the captain.
You can actually take hand flamers (it's in the same line as combi-weapons). There's no explanation for the glaives or artificier armour, however.
The glaives are particularly silly, since they're only present on SG, which (because they're just master-crafted power weapons) basically means you have to roll every model's attacks separately. They would be more useful as IC weapons.
Really, I just use a Reclusiarch all the time now, so it doesn't bother me hugely.
