I never see any one taking these heavy weapons. Are they just that bad, or the the heavy Focus on Armour in the 5th mean the that anti infantry heavy weapon are not worth it ?.

Pretty much there is better. And if you don't need something better you most likely aren't spending the points for the Heavy Weapon Team. Special weapons in veterans and such are more efficient unless you need those Auto-cannons or Lascannons.
I actually use mortar teams it can good sometimes and pinning is never wrong and nobody cares about them so they just stand back and kill a model or to per turn. heavy bolter on the other hand is just meh. autocannons is so much better.
I use heavy bolters and mortars. It's good against mob armies or simlpy those armies with more troops then tanks. Mortars I don't take unless I'm doing bigger point armies where you're more likely to hit something.
Mortars are fine, but usually the role they play I have covered in spades.
Heavy Bolters I don't mind, and for a while I ran an Autocannon/Heavy Bolter combo. Eventually I decided that heavy bolters, while decent, were already doing a task I had other units doing. Eventually I figured I'd rather spend the points on something that's good against everything than a weapon that's only somewhat better against some things.
It's already been touched on, but I will voice my own comment.
Mortars are a great weapon against hordes... especially T3 hordes. I will take them regularly against Bugs, and love how cheap they are. Easy to tag onto infantry squads, and even a Hvy Weapons squad is not to painfully priced.
I will also take them against other T3 armies some of the time. Eldar and Tau can be vulnerable, and it's a wonderful thing when you pin a unit of entrenched fire warriors or reapers!
Heavy Bolters are good for mass fire, but I have a hard time choosing them over autocannons. ACs are just too tempting as a quality anti light vehicle/anti heavy infantry option.
7 of my 29 (nearly 1/4) heavy weapons are mortars...They're not bad for volume of fire, although I'd rather have a multilaser for my 3 shots per turn weapon (wounds T4 on 2+ instead of 3+ like a HB does). They were the worst thing ever in 4th edition, but with cover saves reducing the importance of AP on weapons, volume of fire has gotten correspondigly more important. That said, I wouldn't normally take such a high percentage of heavy bolters....but six of them are the hull mounts on chimeras that I don't intend to get into flamer range (on purpose, anyway), and the other one is the hull mount on a demolisher where I haven't gotten around to remodeling it into a heavy flamer.
Mortars...well, as others have said, there are better options. I'd never choose a mortar over, for example, an autocannon. I think it's more a matter of what the unit's primary job is. The general rule that I've observed in 40k is that infantry kill vehicles, and vice versa. A mortar is an infantry-employed infantry-killer. Which means that it's displacing an anti-vehicle weapon if you take it. So I don't...although I will start taking a few heavy mortars (griffons) as soon as they come in and I paint them. 75 points for a heavy mortar mounted in the back of a chimera chassis...or what's a squad cost when you add in a light mortar?

It comes down to whether you are building a take-all-comers list or tuning against a sepcifcial build. In general, the internet is for discussing take-all-comers lists since tuning for a specific enemy army is generaly boring and lame to the rest of us :p
Right now, the price for performance leader in Codex: IG is the autocannon. Two shots that can hurt armor, large bugs and infantry are superior to Heavy Bolters and Mortars in just about every situation.
Lascannons got smacked with a huge cost hike, along with Plasma and Assault Cannons (which also got nerfed), because GW decided folks were taking them too often. Anyone remember the days with Las-Plas was king? The single shot also limits its utility in a BS3 army.

I do like a splash of HB's here and there, in bigger games my old HB teams come out (v Orks especially)
But the Ac's do it better.
Mortars? I use plenty, in my themed catachan army, as do i use HB's (due to the artwork about.
However, they're not that great, esp in HW teams. as they're HW teams.
