Looking on all the army list post here i never see our trusty cavalry, the Rough Riders. I wonder why nobody uses them, because of the low cost and the S5 I5 on the charge with powerweapons! Sounds like a perfect counterassault to me, or something that can seriously slow down and even harm terminators before they get to you with their speed!
Personally i love them - I converted mine from WFB Dark Elf Cold One Riders, and they look awesome.
There seems to be split decisions on this matter, however, in my opinion, i believe that they make great rear-guard units for your tanks. If anything trys to deepstrike behind them I use them to charge them and it usually does an ok job.
They're not bad, they're just not that good compared to our other fast attack choices.
Sentinels, valkyries, vendetas, hellhounds, these are some of the bst fast attack choices in the game.
Also we are an army that does not rely on counter charging, if something charges us one of two things should happen.
1) They charged a vehicle, arent locked in combat and get shot
2) They charged an infantry unit, and either wiped them out or ran them down, they then get shot

Kevin pretty much said it. The problem lies with their fragility and one-hit weapons. Their points cost is also relatively high (for guard). This makes them unreliable, and therefore unsuitable for the army lists here which are mostly competetive (Not much point commenting and advising on one that isn't is there).
That doesn't stop us liking them though, I love them. I posted a thread myself not so long ago to try and come up with some better rules for them.

For the Slot they are in, they are the worst choice.
Cost too much
Aren't good at their primary function
They only work against an opponent who is foolish enough to let them get close.
Aren't better than an infantry blob at protecting your tanks.
Hmm,, think theyr quite cheap for what they confer! S5 I5 and power weapons, albeit for one turn is very good! Agree they are more than a bit squishy with shooting, maybe a 12' normal move in addition to 12' assault? Would make them vaillable if you ask me!
105 points to maybe kill 2 or 3 terminatiors. If they get the charge. If they haven't lost any models. If someone actually gets into a charge lane.
That's way too many 'ifs' that rely on an opponent being dumb for my tastes.
I love them and my converted Empire outriders (add cadian torso and helmets, cut down mortar on a spear etc)
However, my even semi competitive army list has the following slots in FA:
3) Valkyrie? Hellhound? nah, Vendetta.

11 A on the charge, 5.5 hit, 3.66 wound and 2.3 terminators dead! (This without accual calculations, could inbed them but fear for administrator respons)
This would be against terminators, a feared CC unit that wouldnt even be able to strike with the sergeant before hits are calcualted, and you win your points back almost guarenteed in just one turn of combat. INdeed, you must have a good charge and no cassualties, and thats why they should be a countercharge unit, works against all!
