Thought I'd relate some recent success with this guy.
Usually I only run Primaris Psykers as cheap HQs in sub-1000 lists. Where I put him up front in a melta Chimera.
I took him to Adepticon at 1850 because I needed a 2nd HQ for the missions they were running. Stuck him in a reserved Chimera with some plasma gunners to protect the backfield.
Wow! All of my opponents came to really fear this unit! 2D6 Str6 shots is murder to Termies and AV10/11. Especially when he can still shoot 24" on the move.
His other power is pretty useless, but as a backfield torrent unit, he has a lot of potential. I wouldn't call him an auto-include, but if you have the points, give him a try.
I've used him in small scale games as a budget HQ. Usually in a vet squad with GLs in a Chimera. In a tournament environment, I would imagine psychic hoods would be a concern.

I have to agree that he is a great backfield unit. I run one because I try to run as little infantry in my list as I can, so no CCS for me. He come in quite handy along with a squad of Vets. to deter infantry from assaulting my tanks that are near by. It also lets me save some of my heavyer fire power from haveing to shoot at a rhino or other transport for a turn or two. Most opponents don't expect to get shot with 2d6 Str6 shots from troops inside a chimera on top of any melta/plasma, so it can be fun to see some of their expressions.
I've often wondered why mech IG players keep overlooking the Primaris but have given up on recommending him as a CCS alternative. If you aren't going to use orders than an officer with great shooting and a force weapon seems ideal for mechanized tactics. Primaris and Penal squad in a Valk/Vendy? Could work...and would certainly put some spice into an otherwise all-meltavet list.

I've thought about a Primaris/Penal Legion combo as well, but I have yet to try it out. Might give it a run when I'm next down at my local store if I get my penal legion painted in time.
For my success, Dark Eldar absolutely hate this guy. In my most recent game with them he took down two ravagers by himself. S6 is instant death to their characters, and seeing as their highest armour value is 11, he can easily destroy their vehicles.
I've also had him fry Lysander in a single turn of shooting.
Yeah its true, if your opponent has a psychic hood or equivilant then he will struggle to get powers off, but in these situations he often seems to do just a well in close combat. But that may only work for me, just as how my dice always seem to roll 10s and 11s for his lightning

Yeah the GLs are the best counterpart cos they have the same range and strength. The power of that combo Iron suggested really surprised me because, as you say, it has long reach. St6 torrent fire is excellent against so many unit types and if they have a mass of troops you can switch to blast.

I wasn't able to test him before Adepticon, but I do think I would have done better with Grenade Launchers in that squad. There were so many times that the Primaris was smacking things around at 24" but the Plasma Gunners had to sit tight.
