It looks like every type of GK squad can have one of these. The Pislencer in all counts cost less then the psycannon. They both have the same range. In that case that is even. The pislencer has a higher rate of fire then the psycannon in both of it stats. Do people take the psycannon over the pislencer because it can fire on the move? Also do people take it for anti-armour duties?
Why use science and education when ignorance and superstition will work just as well.
A psycannon can do a little of everything, a psilencer only really works on lightly armoured infantry. If you are facing lightly armoured infantry and want to save a few points, psilencers are good weapons. I was digging them for a while until I stopped facing Guard and Orks and started seeing a rush of new GK players... then I chopped all my psilencers for psycannons. Psilenecers are pretty good, but psycannons are useful in many more situations, and, as you said, can be fired on the move so units other than Terminators get a good use out of them as well. If you're facing alot of orks and Guard infantry lists, psilencers provide alot of shots at a good price, but for anything tougher, psycannons really are better.

I can't ever really see a reason for the psilencer. To get the full potential, you've gotta stand still, which is almost never a good thing (especially with a CC specialised army). If you give it to terminators, you're better off with the Psycannon (less shots, but higher strength, rending, and actually decent AP).
I find them useful if used right. With the missions not every game is about wiping out your enemy. A GKSS with Psilencer can sit back on a objective and lay down cover fire very nicely for only 100pts.
The psilencer is quite useless. It is a such a situational weapon that requires the squad to be awkwardly positioned to be used effectively. Grey knights are meant to be in action during each of the turns phases - standing still doesn't cut it. Take the higher strength, rending, and higher AP option over the chance to maybe cause 1 or 2 wounds to weak infantry that you could have assaulted any day.

Mass fire is never useless. Those terminators with the 2+ save will always go down if you pump enough fire into them, many times it's the best way to take them down. Just ask any IG player.
That being said, even a psilencer is not really enough shots to take down terminators. You would be better served just keeping stormbolters with psybolt ammunition. Slightly less shots but high strength and you can still move which, as was pointed out earlier, is crucial grey knights.Those terminators with the 2+ save will always go down if you pump enough fire into them
The psilencer is really just a fluff weapon and is only really worth its salt against deamons.
