I'm looking to build a jump pack librarian for my new BA army and I see that there is no GW miniature for one. Does anyone have any ideas on ways to build one? Right now I was thinking of adding a cloak and other librarian stuff to a commander, but this seems like it will be quite difficult...

Buy a Librarian model and order plastic jump packs from the website.
Grab a librarian model, and throw a plastic JP on him.
Since he's for a BA force, I'd use once from the DC box ...
I wouldn't put a cloak onto a jump pack marine......
Seems a bit odd.
Use bitz from a bitz site to kitbash something unique to your army.
Sanguinary Guard front torso for the artistic armour the Blood Angels are famous for.
Grey Knight rear torso for the psychic hood.
Sanguinary Guard Glaive Encarmine for the force weapon.
Death Company legs for the running motion and the parchment/purity seals for more onamentation.
Command Squad Pointing Arm for the Librarian pointing out his Squads target.
Death Company Bare Head will give your Librarian some face time.
Shoulder pads from the Death Company set here and here give you a nice set for a character.
Then it is down to what Jump Pack you give him, a Death Company or Sanguinary Guard one. You'll probably have to either use a pin or a little green stuff to mount the wings to the grey knight torso back.
