When I first saw the Imperial guard, I felt that I could easily have fun with the horde army aspect of them. I still feel this way, and I now want to build an army that crams as many models on the board as possible (imagine objective missions).
Anyway, I've been looking at a few lists for inpsiration and I have noticed that many lists incorporate veteran squads over regular infantry platoons. While I fully understand that veterans are a better choice, not only for a better ballistic skill, but also for the myriad of special weapons you can bring to bear. My first question is can I replace those veteran squadrons with infantry platoons without compomising the structure that is the imperial guard?
second, will having a significant number of heavy weapons squads counteract the lack of tanks and vendettas, or are these some of those "you can't possibly win if you don't have this unit", like fireknives to tau (or so it is widely accepted).

i have just composed a infantry heavy list. i am going to post it soon so feel free to go there and get a look.
The only problem with heavy weapons teams is their leadership and small squad size, being only T3 and having a Ld of 7, having one base killed = they can run away, tanks CANNOT run away, they can mearly get shaken and stirred, so for a cheaper battle tank i feel that they aren't as effective, but never the less, you can have a TONNE of them! if you go for the blob strategy, go for it, just make sure to bring dedicated weapons squads, don't mix and match (works much less effectively if you make the other guns redundant by shooting a tank)
Also, being only 50pts for a 10 man squad isn't a disadvantage, for 130 points, that a platoon and 2 squads, a marine squad of 5 costs essentially the same a 2 of our squads, and we can easily outgun them, 40 lasgun shots is alot of zot!!!
Ignore conscripts, they are terrible and made redundant by the combined squad rule
special weapon squads, again just take a special weapon per infantry squad, if you want 3 special weapons, get a veteran squad and don't waste the money.
Just remember that with this list, they are pretty much sacrificial, they aren't made to survive, you just have so many men that the enemy cannot kill them all! one squad dies, OH NO! it's not like i have another 10 of those! oh wait, i do!
They're a good distraction and objective rushers, use other more "elite" units (for an infantry army) using stormtroopers and ogryns to boost the ability of these men, using them as the cover and then if they get assaulted, bring the ogryns in, whilst the stormtroopers lay hotlas to all MEQ units.
my list is up in the army list section and it has about 140 men
I must say i am impressed by it's organisation, and the sheer number of men in it! were the ratlings just a last minute i need an extra 40pts! bring in the midgets with snipers! cause i like the idea of taking tonnes of them, 10 snipers for 100 points, tempted as i play against alot of MCs.
I would still take chimeras for the platoon command squads and maybe fit some other vehicles in for some saturation. PCS + x4 melta (or x4 flamers) + chimera are fairly effective budget units. Agreed on the required heavy support.
I'm pretty sure if you go to ebay you can find mass hordes of normal guardsmen for cheap prices, back when you got 20 men for £15 and now those guys are selling their stuff cause they don't use it, i got 70 men, 20 stormtroopers, heavy weapons squad, leman russ and other bits and bobs for £120, that for me was a complete bargain, but his models were terribly cared for, i think he got mixed up between what sponson and hull mounted was somehow as he had heavy bolter sponsons but no hull mounted gun at all...
