I am piecing together a custom commander and I'm considering using dual lightning claws. Will the terminator's close combat squad's lightning claws fit the shoulder of a regular marine?
Do you mean, will the Terminator claw arms look okay on a normal Marine's body? They'll look bigger than they should be but not unpleasantly so. A little creative posing can make it look natural. The real problem will be with the shoulders of the arms; they're as big as regular shoulders with shoulder pads. I sometimes leave off the Termie shoulder pads and file some detail/trim on the shoulder itself, or sometimes put the Terminator pads on anyway for the "monster biceps" look. (The latter is only advisable when done to both shoulders, otherwise the poor Marine looks lopsided.)

Yes. I am making a jump pack captain and I want dual Lightning Claws (my tau playing buddy is gonna HATE it). The only sets I can find are either space wolves or terminator. I am using command shoulder pads so I'd need to file down the shoulders to fit in the shoulder pads? I can do that but I'm not crazy about the arms looking huge; although if they are both big maybe it won't look so bad.
Any alternate ideas of where I can find lightning claws for a non-terminator captain? I play Ultramarines but if I just need to do a bit of file work to get rid of chapter specific icons I can live with that.
If you like gorillas, you wont have a problem. If you dont like gorillas though you might not like the way they turn out.My advise is chop the wrists and glue them on regular marine hands. You might need some millyput or other modeling thingie to fill the gaps but it will look better IMHO.
Lightning claws can be found either in the commander box set(one per set i believe)or here : http://www.games-workshop.com/gws/ca...d=prod1160095a (which i personally dont advise it)or here: http://www.games-workshop.com/gws/ca...Id=prod260003a
But to be honest id try a bits site.

Praise be to the Emperor!!
If you're not averse to filing, then it's really no big problem to file away the icons off the space wolf right hand lightning claw. Then I would just use your generic, left-handed lightning claw off the commander box set. It's the easiest way I know how, and it looks the best. Talk to your local, friendly space wolf player. They'll have a bunch of extra lightning claws they don't use.
I used the terminator lightning claws on a normal marine - yes they look a little big, but they work okay. Cut the rest of the terminator arm off where it meets the "glove" or "fist" itself - then trim an appropriate power-armour arm down about halfway/three quarters between the hand and the elbow - slightly nearer to the elbow than the hand. Now attach the lightning claw - should be okay.
Here's a old WIP shot of mine:
