I run them 10 man strong always DS/Mech/ETC
Models just used as Carapace Vets
Just there to look sharp ... (I like them models and fluff)
I never waste the points on them

As the title suggests what's your opinion on Stormies? and how do they best operate?

Stormtroopers are mainly good for surprise melta delivery. I always run them as a 5 man squad. I then either deep strike them or put them in a Chimera and scout strike/outflank with them.
The Ap3 lasguns aren't all that great and not worth as much as they are. However a small 5-man squad with x2melta or x2Plasma in a chimera have a stupid amount of deployment shenanigans that make them well worth it.
Deepstriking with special weapons is the only real use I have for them. I don't see the point in using meltaguns because they aren't likely to arrive before a melta-PCS has just as good a chance at the Land Raider or whatever. Even if they did arrive quickly, the target would probably still have smoke up on account of all my other shooting. Conversely, a double-plasma team is most effective against lone Razorbacks (or Long Fangs) in the rear echelon...so long as they arrive after the enemy commits his forces to assault. (Does anybody else think the Astropath is a liability?)
Believe it or not, I used to use a full, mostly static squad of Stormtroopers in my Creed list when the last revision came out, and to good effect. Then the FAQ said the FRF order didn't work on them. Huh? I thought GW had changed "hellgun" to "hot-shot lasgun" for this exact purpose. Why else would they do it? After the firepower drop, all the Stormies really did was bleed...and my Penal Legions were better at that.

Drop troops that can annoy the devil outta enemies trying to hold an objective. Plasma gun or melta...give Sgt a bolter because his hell pistol is too wimpy and short range. 5 man squads for deep strikers, but nothing much more.

Oh?! I never knew they can't FRFSRF .. that Triple AP3 lasgun shots would have been just so amazingly OP ( DoW:I stormies xD)
hmm ... but in terms of special weapons, is melta just more useful than plasma? or are they just both situational? Anyone with experience using either care to comment?

Melta is just more versatile it can take tanks and MEQs and termies etc and not blow up on you. Plasma is only really useful against MEQ and transports, two things we can deal with easily in other parts of our list, read autocannons and russ.
They just don't cut it anymore for their cost. That said I still like plasma a lot!
I've got plenty of AT, melta included, in any list I have enough points for Storm Troopers. IMO, they're effective with 2 plasmas. Deep strike them next to an important back unit and fire away. Their HotShots may not be amazing, but they're not bad. They've won me games, but they're a very expensive guided missile.
DS them with meltas is a good way to pop tanks but my vendetta does that pretty effectively from range anyway, i would use plasmas to compliment the hot-shots as they can shoot MEQ very effectively, the rapid fire is also a good mix as it allows for double shots, may cost more but is my way to get to the back of the enemy and take out those irritating devestator las snipers
