What would you recommond to be the minimum types of troops and mech to have a strong core for tactical army for a vanilla marines.
I have troops from the black reach and Space Marine Battleforce.
I am looking at getting a librarian as an HQ.
An army based around Tactical squads? Try several full Tactical squads in Rhinos led by Sicarius. His leadership ability allows you to make excellent use of combat-squad rules. He also buffs one of the squads directly and is a good close combat fighter.
The Black Reach Dreadnoughts can either team up with the Rhinos or be deployed by Drop Pods. Experiment to find out which you like best. A Librarian is a good HQ choice but I think Sicarius' synergy with Tactical squads is more valuable.

I totally agree with Intrepid. I run 4 10 man tacticals 2 with rhinos and 2 with razorbaks and Sicarus as HQ. Sicarus makes it so much safer to combat squad all over the place.

Sicarius is nice, but you're paying an awful lot of points for what you're getting. My preference is for a Librarian.
Pretty much any vanilla army will be built around a core of tactical squads, barring a few specialist builds. From there you can generally add flavour to taste.
As I recall, AOBR comes with some Assault Marines as well; with a Sarge with fist? Yes? Depending on the points level, you could do much worse than a squad or 2 of these w/ melta and PF as a tarpit/suicide tank hunter. Of course, there are more optimal builds, but sometimes we have to work with what we've got. I would also add that taking unconventional items can work wonderfully against conventional opponents with lists that attempt to keep up with the jones'.

No assault marines in AOBR, just 10 tac, 1 cap, 5 term and 1 dread.
Perfect. If you have AOBR and a battleforce; that's a good start. Now, your only armor is the dreadnought and the rhino, which is low even for 1000 points, so I'd stay at that level until you get more rhinos or more dreadnoughts. But for now, perhaps something like this:
Scouts (do they come with the sniper bits? If so, use those w/ ML and teleport homer)
Sternguard x5 (Just paint differently w/ fancy bolters) w/ 5 combimelta in Rhino
That's about 1000 points without the codex in my hands. You have 1 piece of armor in 1k with 11 front armor and a scary unit inside. You will have to be exceptionally careful in deployment. However, they also give you a "this land raider must die" contingency. They are a suicide unit, but it's ok to have one. The scouts infiltrate and bring in the termies while you can combat squad the tac's. It's not a bad list for a starter army. When you look to grow, add more rhinos and if you want to get that dread in, more of those and drop pods. Beyond 1k, you'll also need some long range, dedicated anti-tank. Devastators or a few Predators.
I run 3 Tactical Squads in 6 Combat Squads with the closer range combat sqaud in a razorback.
I do not like kitting them out too much with Fists and PWs when I combat squad as they tend to die before they can use the weapon at 5-man.
I also like the cheap Flamer/Melta and Missile Launcher as I find it gets the job done most times and provides me a good amount of versatility.
Remember Senathon, there is no such thing as a "vanilla" space marine. This is a much abused and outmoded term. The Emperors finest deserve respect and so read and re-read your codex- Tactical squads are like your spine for almost any force, Augment with scouts( used with some dash and elan) and the hard part is done. What is wrong with a Captain to lead your unit?, (not that Librarians are shabby),but I find that lLibrarians are great put into an elite squad to "do their own thing" Don't forget that with this option you can interchange a Chaplain with the Librarian depending on the opposition(and your available miniatures) Even Librarians perish-sometimes.........
