Im a BA player and usually run two dev squads (one anti armour and one anti infantry), ive got a tourney coming up where i need one dev squad that will be moderatly good at taking on both, i was thinking on running the following:
2 x Lascannons
2x P Cannons
Expensive but hopefully able to hammer hordes and armour heavy armys
Missle Launchers all the way. i know it isn't original but 4 rockets that can be solid shots or templates aren't bad, and are cheaper than other options giving you points to use somewhere else in your army.

I concur with the missile battery. You can get a 5 man team with 4 launchers for a fairly nominal price. They're good against tanks AND infantry, and they're immune to stunlock to boot.
Definitely the missile spam, you get more bang for your buck with it, but its probably going to take a while to crack a LR but its got AV14 so no duh.
If there's a lot of FNP or deepstriking in your metagame then go for the plasma cannons. Otherwise, there are so many cover saves that armor-popping is all you'll really need from them. Maybe 3 missile launchers and a signum-guided lascannon?

There's nothing that a Dev squad can do that'd be effective against a Raider anyways - either the kill odds are slim, or the multimelta can't be used because it's a short ranged weapon that can't be fired on the move. (And by the time it gets close enough to be used it's probably too late)
If your really concerned about the FNP and the armor, consider 2PC's and 2 ML's. Multimeltas, if you need them that bad, can always go on attack bikes or dreads or even land speeders. or possibly consider tossing in melta bombs or a meltagun in your occasional squads. you have plenty of options available.
I use the same configuration you named when I run Devastators with my Blood Angels. It is a wee bit expensive, but people are very unaccustomed to seeing it (as proven by the other responders to this post!) and to be honest, 2 lascannons are intimidating, as are 2 plasma cannons.
