Damian Marcovich: Chapter master of the Frozen Knights
Damian is the chapter master of the Frozen knights, and founder of the Icy Hand organization. The icy hand is dedicated to keeping the galaxy in balance, and killing those who threaten it. It is comprised of many races. Damian was originally an Ultramarine, but after a horrible accident he found himself lost in space with two squads of other marines. He founded a chapter intending it to rejoin with the Ultramarines due to the utilization of the same gene seed (how he managed to clone it is a long story). But somehow he had contaminated the seed within himself, and the warriors it produced were much more adept at swordplay and subtle trickery, just as Damian is himself
Special rules: Same as chapter master minus the orbital bombardment, but also has chapter tactics as follows:
All units in Damian’s army loose combat tactics, but gain +1 attacks in close combat. They also gain preferred enemy against the opposing army.
As chapter master, but power armor is replaced with terminator armor.
Sword of vengeance: A powerful yet light sword forged by an imperial techpriest and a member of the Tau earth class working in unison. It counts as a master crafted power weapon. It also confers +d6 attacks whenever its owner is first in the initiative order.
The fire of Marsada: A flamer that is said to contain the secret to creating the hottest pure flame in the galaxy, which it belches out in a massive storm of fire.. You may re-roll failed rolls to wound. It has the following profile:
Template Str: 8 Ap: 3 Assault 2
This CAN be used for a short story.
A little clarification:
Damian has lower toughness because he was badly injured in a battle that I couldn’t add due to word count. If any of the fluff makes little sense point it out along with a bit that can be removed
so I can switch things out to make it more clear.
The abilities, wargear, and stat line all have stories behind them too, so if anything needs explaining don’t hesitate to ask or suggest something different.

For The Fire of the Marsada, is the gun double barreled or something like that as it is assault 2.
i'm guessing this is a chracter you making up and you want us to evaluate it?
if so your i would say your character is a bit overpowered for his cost, mainly based on how much he upgrades the rest of your army. making everyone in your army have plus 1 attack AND preffered enemy is really game changing. also his flamer is extremely powerful and can wreck most things in the game pretty easily. i would recommend you drop the army wide preffered enemy and either make it just 1+ attack or furios charge. his flamer should be toned down a bit, maybe make it a twin linked heavy flamer or a heavy flamer that can shoot out 3-6 inches like a hell hound.

I think the uber-flamer would be okay if it was one-shot Assault 1. As Assault 2 it's pretty much wtfpwning any squad which does not have 2+ save, regardless of squad size... and its doing it again, and again, and again. Yeah, giving Preferred Enemy (Everything!) to your whole army would probably be game-breaking, but you don't really need it much because your uber-flamer already killed everything you were going to assault anyway.
My suggestions are: Bring down the Chapter Tactics to be +1 Attacks OR Preferred Enemy (Everything!), but not both. Then figure out if you want the flamer to be one-shot or not. As one-shot you can have it with S8/AP3. If its multi-use, either bring it down to S5 (so its not instakilling everything) or AP4 (so its not instagibbing everything).

The backstory is worrisome. An official Marine Chapter that works closely with many alien races goes against a lot of established fluff. Among the objections is that such a Chapter would never even try to work with the Ultramarines, whose hatred of aliens is well-established. Another one is reconciling such a bloodthirsty Chapter Tactic (which does need to be toned down) with a willingness for interspecies cooperation. The two don't fit together. Are you aiming for a Soul Drinkers kind of scenario? Or is the Icy Hand dedicated to only certain threats, like Tyranids or Necrons? I can understand the galaxy's current powers making a cooperative attempt at preventing new threats from taking hold. Nobody likes extra competition.
The Fire of Marsada could be a simple S5 AP3 deal; that's still pretty good. If you drop the Chapter Tactic entirely then you could instead have a rule allowing the Fire to be used in close combat. Example, instead of making his normal attacks, you center the large blast on Damien and resolve the hits with the Fire's stats. This means Damien & friends would take wounds, too...but that's why they're in Terminator armor, right?
