    As he is Blood Angel Codex the Chapter Tactics would be quite ill-fitting. Its intended to be replacement to Combat Tactics from Codex: Space Marines and design-wise Blood Angels have already exchanged theirs for Red Thirst and Descent of Angels. However, as I can see that you are aiming for some kind of close-combat power-house you could probably give him a special rule for that.

    Just came up with an idea!
    The Way of the Sword
    For every 1 the opponent rolls to hit in close-combat Kuroda gets to make an additional attack at the attacker on 4+ (this comes into effect after any re-rolls to hit and such^^)

    Sounds good. Its characterfull, unique and not too powerfull.

    Heck, you could use Seth directly. Just swap his sword for the Kotei. That'll also give you a good points value for him (currently missing). If you feel the need to use the third special rule then give him Sicarius' coup de grace ability. It's fluffy and will also make him more useful against armor.

    Or you could invent some Ronin-like thing.

    This is a little confusing. You need to clarify. Are you talking about for everyone who hits Kuroda, or every roll of '1' on the to hit against Kuroda?
