I finally Purchased and painted my Stormtrooper squad, and have a Meltagun and Plasma Rifle with group. I am having trouble making them effective. I have deeped striked them a couple of times to take out a Whirlwind, or Tau tanks, but with not much success. Infiltrating them seems to be a waste, as they don't take any long range HWs. Are they better to make as a cc squad? Can you add the Hardened fighter doctorine to them? I really wished the Hellguns were S 4.

first off, get another Stormie Special Weapon Blister.
then get a total of 6 Stormies w/ Hellguns.
then you can make 2 squads of 5 Stormies. one squad w/2melta, the other w/2plasma.
trust me, a plasma/melta in one squad isn't nearly at doing what you want it to do!
2 plasma, perfect for taking out some MEQ! DS and unload 4 ap2 shots! nice
2 melta, great for poping hidden tanks.

IMO the only way to use the stormtroopers is to deepstrike them. Furthermore, I also believe that you do not want to do this against armies with toughness 4 and/or powered armor, as the stormies will get chewed up in short order. I'd probably take the plasma weapons over the meltas but wouldn't rapid fire them.
Against Tau, Eldar and Tyranids the deep strike can be fairly effective.

Small manned Deep striking storm troopers seem to work out best.
Try a 5 man squad with either 2 melta or 2 plasma. Mixing heavy weapons is hardly ever a good idea.
Infiltration can have its uses in that you get closer to the enemy without running the risk of dieing due too deepstriking.
When you do deepstike though place your Melta/Plasma gun holders first, this will endure they arn't left out of one of the circles.
Psha. Str 4 weapons are reserved for poxy guys in big armoured suits.

The problem for me is that my friend is the SMURFS so is it worth deepstriking?

If he uses any vehicles that are a threat to you (vindicator, predator, land raider) then stormtroopers are a great bet. I know people like to deepstrike 2 squads of them, but here's what's been working great for me.
One squad for deepstriking, has the minimum number of models (5) with 2 meltaguns and a vet. sergeant with a plasma pistol. I just discovered the latter part last week...the extra 1-2 plasma shots on back armor are a nice insurance policy in case the meltaguns miss. It only costs 25 more points total.
The other squad I make around 7-8 models and give them infiltrate and 2 plasma guns. I use them either as forward contact units or flankers. In a pinch, they make decent transport killers as well.
