I played a game yesterday where my opponent had Moriar furioso Dread, in the 4th edition rules, no special characters require permission to field anymore?
Where do you see that in the rulebook? Let me help you with that, you don't see it in there.
You have to follow the rules for the Codex you are using unless there is an FAQ that overrides it.
I know in previous editions, special characters required the opponents permission to be allowed to play. the 4th edition rulebook says something like "Sometimes you will need permission to field special characters"
Am I correct in assuming that now, UNLESS the codex specifically states "you need permission to play with this special character" then you do not need permission?
Put it this way. All Blood Angels special Characters need permission...

Tomcat, it seems like you've solved your own problem. If the rulebook says "Sometimes you will need permission to field special characters" then I would think that the codex has the anwer. If it says "you need permission" then you do, otherwise you don't.
The old codices were of course made a long time ago and weren't written with the new rulebook in mind, but they're all you've got. Check the new FAQ's too. I think the trend is to allow special characters more and more, the new SM codex doesn't restrict them as long as you have the right chapter.
