Theres a rule on the forums about posting point values, you should edit your post so it only shows the total points for the platoon / unit, and not the points for each upgrade or option.

Other than that, the list looks well rounded, however you may want to take heavy weapons platoons that are part of your HQ, instead of including a heavy weapon in all your squads. The reason being, if you squad moves, you cannot fire the heavy weapon, so it is often better to have a Hvy Weapon squad that can just sit and shoot the whole game.

EDIT: You may also want to consider upgrading your basilisks to "Indirect Fire", its a great deal. You can hide behind terrain and still target almost anything on the board.

ok lets see,

1. dont mix flamers with lascannons, either you sit back and shoot or charge the enemy
2. dont put a melta gun in your command platoon because your not gonna stick your HQ into the thick of fighting unless your want your guardsmen to fail all their LD tests
3. dont put motars in your infantry squads, doesnt work well with an actively moving army.

your list seems confusing, i dont understand how many squads you have

I agree with Cadia515, your list is slightly confusing. I think you should edit it and put the total points value for each sqd to make it easier for us.

1)You don't appear to have any Platoon HQ's. Your basic troop choice should a platoon Hq and 2 infantry sqds.
2)I would give your basilisks indirect fire, as previously mentioned.
3)I wouldn't use flamers, i would use grenade launchers because they have a greater range and would work better in a shooty list like yours so far.
4) Does your army have any doctrines? Close order, Grenediers etc.

Other than that the list seems fairly balanced. just sort out the few problems and it should be fine. Don't listen to everything i said above because some guard players would disagree. This is just my opinion. Hope it helps

I agree with most of the other posts, the only thing I would add is to find a way to play with one Leman Russ and one Bassie with indirect. Bassie's are great, but a thin skinned and don't last well if you don't have a great hill or builiding to hide behind. Bolter fire will take out the 10 armour!

One tactic I like to use if you are short on cover is to tuck the Bassie right behind the Russ and basically you get 14 front Armour for your Bassie! This works well in Cleanse Missions were you are deep in a corner.

Why give frag grenades to your vets? they aren't goin to charge anything.
Every platoon needs a command squad.
