well you cant not really if you just made one up and asked your opponent at the start if you could use them that would work if you do make one be resonable about its stats and points

well i have done it before once with a space marine army. you can do it as long as your opponent agrees but i doubt they'd let you do it in a tournament.
the hardest part is working out reasonable points.
i wasnt aware of any rules and if you need help with points im pretty good at em

ya but dont depend your whole army on him because when you go in a gt and they dont allow it youll be sorry . i.e dont spent too many points
You cant, unless your opponent says you can. not in anything official thouhg. maybe the next chapter approved....

id let you play with it just to see it capabilitys i like that kind of spice to the game
as long as your opponant agrees on it, and the points and abilities are ballanced, you should be good.
just remember, with all the wargear you can get, you would be surpised at how much you can make a regular, legal character personalized. master crafted weapons, power weapons (which in the new rules, could be a spear, sword, mace, what have you) these can all go a long way to making a truly unique character. if the character comes from one of the non codex chapters or successors (space wolves, blood angels, etc) then you get even more options.
look thoroughly through the wargear options before you decide to make up a new character with his own special rules.
