I got a little confused when I read the advisor insert in the Imperial Guard codex and was wondering whether or not I could firld 1 commissar as a designated HQ. I was also wondering how much it costed to replace a guardsmen's lasgun with a sniper rifle as stated in one of the docterines.
the commissars must be attached to an officer's squad
and as for the sniper rifle, read the doctrine again. it tells you all you need to know

i know the IG HQ can be a lil daunting to begginers. but i'll give you a few guidlines
every IG army needs 1 and can only have 1, HQ command squad w/ officer.
this is the core HQ unit. it takes up 1 HQ slot in the FOC (force orginization chart).
advisors (although they are listed as HQs), do not count towords your 2HQ limit. they simply attach to your command squad (only 1 does, any extra attach to platoon command sqauds and then normal squads).
you then can take 5 support squads: anti tank squads, fire support, mortar, sentinels, etc. each kind of support squad has a limit of 2, except for sentinels that have a limit of 1.
in the end a IG HQ can be very large, consisting of many seperate squads. however, this all only takes up 1 HQ in the FOC
if you every use your 2nd HQ slot, it's usually for a special character or allied Inq.
