I play UM and am faced with whether to play CC (Take the Fight to them") or shooty (Trust your battle brother, coooool! So I've put in 2 different lists and let you pick which is the better. I' ve also stuffed this in the Army list section but I expect more help here. Thanx
List 1 - the CC oriented army.1000pts.
HQ Reclusiarch (Chaplain) Crozius, Rosarius, Plas.Pist, Temie Hons. 125pts
Command Squad - Vet.Sarg w/p.fist + BP, 1 meltagun, 7 BP+CCW165pts
*HQ choice goes in DROP POD = 30pts
Troops Tac Squad 1 - Vet. Sarg w/p.swrd+BP, 1 meltagun, 8BP+CCW 175pts
DROP POD = 30pts
Scouts - 6 BP+CCW 78pts
Fast Ass. Squad - 3 BP+CCW, 2CCW+pla. pistol 125pts
Heavy DEv 1 - 3 HBs, 2 bolters 120pts
Dev 2 - 2 lascann, 1 m.launcher, 2 bolters 165pts
Drop right on top of you. You're dead.
List 2 - Shooty boys. 1000pts.

troops Tac Squad 1 - 1plas.can, 1 plas gun, 4 bolters 120pts
Tac Squad 2 - 1plas.can, 1 plas gun, 4 bolters 120pts

Fast Ass. Squad Vet.Sarg w/p.fist+BP, 2 plas.pist+BP, 4 BP+CCW 191pts
Heavy Dev 1 4HBs, 2 bolters 150pts
Dev 2 2lascann, 1 missiles, 2 bolters 180pts
Enough heavy weapons to send anything (without power armour ) to hell.

I like the second list, lots of shooting. Although I don't paticularly like the devestator squad, having two while expensive covers my main problem of putting all your eggs in one basket sort of speak (also expensive). Also Plasma cannons arn't that great, dispite what people think. Unless your playing deathwing its probily overkill; again its expensive and most people will take advantage and space out there units. The reason I didnt select first list is because dropping two squads will probily get them killed...for drop pod to work you need lots of tac squads to create a buffer zone for your more valuable squads like the command squad.
As for budget I would recommend buying tac squad box sets. Then order parts you need. For instance I orderd the jetpack set ($20) then put them on my tac squad box set and ended up paying $60 for 2 assault squads which are $45 each. Also the commander box set can give you alot of goodies to equip your vet sgt. While he is expensive it will save you money later. I also orderd the space marine accessory sprue which has the ml and sgt, so I get a bp&ccw for my assault squad and a ml for my tac squads (most of mine are 5 man, so buying the 10 man squad gets me two).

First off, if you are playing UM then you cant use traights.
Secondlly there is nothing wrong with the first list if you add see but be not seen and infiltrate the rest of your army so you dont leave the dropped guys out in the cold.
Im with 311 on the plasma cannons. Unless your playing against armies with lots of heavy infantry they are not worth the points. Feel free to take one but concentrate on other heavy weapons that will get the job done.
I also bought the jump packs for 20$ but i picked up 2 5 man tac squads for 16$ each. I already have the CCW+Bpistol arms. Ended up paying 52 bucks for 10 assault marines. (Y)

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
I like list 2. I don't like 5 man squads. Drop a plasma cannon for a HB or something and make that last dev squad 6 man. In 6 man squads your opponent needs to kill 4 so that they are no longer a scoring unit.
Do you really need the missle in the second dev squad?
With 4 HB this is your troop killing unit. Make a tactical squad into a tank hunter. It would be fun to see a tactical squad with a meltagun and mulit-melta with a vet sgt with a combi-melta...just saying.

Well... if u are playing UM, then sitck with your second list, bc from what i hear you can't give them traits. But then can take all those special things like honor guard and stuff. But dont bother with plasma cannons if ur not playing SM or tyranids. My bet would be to use rocket launcehers, frag and krak misssles, so its balanced. But i prefer Cloe Combat that way you don't need ot rely on your ranged weapons. This is coming from a black templar player though... And we thrive on close combat. If u havent painted your guys yet, then decide if you want to do close combat or shooting more. Then choose ur list.
