I have been trying to get a perfect, point killer, by what I mean is that a Devastator squad with four multi meltas and the sergent having a combi-melta, and they are in a RHINO, the Idea is to hunt tanks, and with 4th addition its shouldnt be a big problem,however, am conflicted on weather or not to have lascannons because with their strenght 9 and long range they are also a great canditate for hunting tanks, but they would not be in a Rhino. But I also want this squad to be very flexible, by being able to kill expensive independent charactors, like HIve tyrants and Deamon Princess, I also have 10 assault troops, but my idea is not to have them fight in CC against those (dont ask why). So I figured that since the Multi meltas are in a Rhino it would be a good choice, but I dont know.

I consider the use of a transport by Devastators a waste of points. If you start the game in the transport and move, you just wasted a round of shooting since they can't shoot that turn. If you don't disembark you waste the next round of shooting since you will have to disembark then. If you do disembark you open your Devs to enemy fire or assault with no chance to give anything back.
If you don't move then you waste the transport as well as limit the number of heavy weapons that can fire. An small arguement can be made for a Razorback, but it's cheaper to get the same additional firepower from another unit. The Razorback for extra firepower only makes sense if you have a lot of points, have already used up all the slots in your force organization chart, and cannot use another FOC.
Either get a Dev squad with long range weapons and leave them in place. 48" can hit just about anywhere on a standard size battlefield. Or get a mobile shooting unit instead. A squad of attack bikes or landspeeders can pack the same punch while moving.

You want neither a multimelta or a lascannon.. I dont understand why anyone would consider a MM over a missile launcher. Just put 4 Mls in the dev squad as its much cheaper and still effective
Even if you get a transport, the simple act of disembarking causes you to be unable to fire any heavy weapons which I think its pretty silly and forces you to have static squads
I've really been toying around with the idea of having my devs in a rhino; I would have the top hatch open and have two of my heavy weps fired out while stationary. Provides cover for the devs in the form a vehicle, espcially when stationary there is not much chance that you will lose many if the rhino is destroyed. Even if it is you move your devs into the cover of the wreckage for the 4+ cover save. But while still functional you have a mobil heavy weapons team, granted you cant move and fire, you are able to cross the battle field if you need to. Something else I have been toying with is just buying the transport and not starting the game with them inside. Just have the transport as a decoy (vehicle secrecy rules, you no longer need to say whats in the vehicle). Or just have the rhino stay put if you need to reposition the devs. Just some thoughts.

For the price of the Rhino and five troops with two heavy weapons you could just buy a Predator. Not only would it have better armor and firepower, it can move and use the firepower.
Also with the new damage results on a vehicle hit your devastators would be bumped out by a average hit on a Rhino and miss at least one round of shooting.
As a distraction, buying a Rhino to get shot at is the same as buying an attack bike or landspeeder. They would be more of a distraction and fire magnet than a Rhino, and if they survive they can attack as well. I would simply ignore a lone Rhino.
There is no such thing as a mobile devastator unit. If they move they waste a turn not shooting. That's a lot of points to do nothing for a round. If you want mobile heavy weapons buy something else, otherwise use devastators as a static firebase.
You pay to many points to have your devestaor squad to be moving around. You waste their shooting. Lascannons would be your best bet. if you have to move them, it should be to stay out of close combat (if you can't shoot them down). I can't take them but i have seen them used.
The best devestator squad doesn't move. (But make sure your in a prime area to shoot)
