The SW recruit from the native Fenrisan population. Could there be an army where times became desparate so they drafted Fenrisans as a sort of IG squad or two with warrior weapons and carapace armor, as an addition to a conscripts for SW thing?

Well logically....not really no (what with the planet being a feral world, no guns, tanks, carapace armour etc)

But if you wanted to make it, I dont see why not if you used two force organisations (two troops and Hq). Warrior weapons on guard is stupid though, the strength of the guard is their vast amounts of flashlights. If you need more CC, you already play as much as a CC marine chapter you can get, not many things better in CC that SW.

Fenris is supposed to have it's own Imperial Guard and PDF forces, I'm not sure if it actualy does, seeing as how the Space Wolves aren't keen on running things by the book, but they're supposed to,so a Fenrisian IG army wouldn't be stretching the fluff too far.

If you read the fluff though, the Fang is the only thing technoloically advanced on Fenris. Fenris itself is populated by loads of tribesmen living in huts with spears. Does not make for a very advanced PDF/Imperial Guard really, not having any guns or vehicles.

I realise that, but Imperial Guardsmen are recruited from other Feral worlds as well. Look at Kanak, the whole planet is inhabited by tribes of huge barbarian warriors but they're still rounded up and trained as guardsmen. Most PDF forces are station on the planet's orbiting defences anyways,so they wouldn't necissarily have to live on Fenris and interact with the native population. The Fenris fluff is pretty vague regarding how it's run,in fact it's not even mentioned,so there's plenty of room for creative fluff-manipulating.

I just thought that I could use Rohan models as really cool Vikings. And get something out of them.

The problem with Rohan models is that they are a fair bit smaller than 40k figures. On the other hand, you could use the heads of Fantasy Empire Knights or even some of the Fantasy Imperial Militia.

I quite like where you're going with this actually. I have a fairly small size Imperial Guard army and a large Space Wolf one. Using 2 FOC and adding some 'themed' guard sounds plausible and would work quite well so long as it wasn't done to add a stack of IG heavy gear.

There is a link between IG and SW which you could also use in the fluff... namely, Primarch Leman Russ (both the tank and the man).

I have enough ordinance with my IG army (1 basilisk, 2 leman russes, 3 mortar, 3 support sentinels from FW) as it is, I don't need more with a fast attack/cc army.
I just wanted to do some cool conversions. Then use them in a tourn battle
