I have two squads of IST worked into my army list, and so far i plan to run them up the board in the vehicles, use teleport homers to call down the GK and then take the meltas out to hunt a fank or two.
would you consider it worth while to add in chimeras instead, as i understand they have a little bit of fire power which the rhinos lack, is it worth the extra points.

for you specified role for you IST, i'd go w/ Rhino, it's better at getting close to the enemy.
the chimera is a better "support" vehicle. but you don't want to be drive "towords" any body w/ it! it's side AV10 is very VERY vulnerable to enemy small arms fire (grumbles at how it should have AV11 sides or cost 10pts less)
so if you're looking for a vehicle to run forwords slap down a Homer and call in the big boys, i'd go Rhino. cause you're probably gonna loose it, and the Rhino costs a lot less. and you're going to probably be booking at top speed, and that would make the chimera's guns pointless.
Simple answer: do you need more firepower in your army, and have the spare points to buy Chimeras? If yes, use them. If you've got enough shooting, use Rhinos. I prefer the extra firepower, even if it's only heavy bolters, but if you're only delivering and dropping, Rhinos are better, I guess.
I'm going to side with BoxANT on this one, when I run my ISTs up the field they're goin fast I want them in position and either starting up the TPs or using the meltas on vehicles. I don't want them to take 3-4 turns to start doing thier job when it can easily be do around turns 2-3. Also, yea you need the side armour even if it is light. Do you really want a bolt pistol to penetrate your sides?
I also "vote" for Rhinos in this case:
+ Better armour suited for closing with the enemy important
+ Better fireports
+ Better exitpoints important
- Poor armament (but since you want to rush and smoke anyway...)
- Poor Front armour
- "Only" 10 guys (Chimera can have 12)
