Ive been playing around with an idea for a pure arbites army for a while now. Im thinking about using the arbites models with shields as crusaders, a vindicare as a sniper, using shotgun ones for basic troopers, and cyber-mastiff's as arco flagellents.
my only question is, would it be "fluffy" for arbites to ride in a chimera? Also, might they have any access to stuff like exorcists? I have been reading the eisenhorn novels, and every time arbites seem to be involved theyre doing some kind of massive siege, so would they have this kind of equipment?
also please help me think of a way to justify penitent engines. those things are just too cool.

Arbites would probably be lead by some one with influence. An Inquisiter or judge of some kind wouldn't be out of the question (just use the inquisiter stats for a judge). For artillary you can induct guardsman (and their Lamun Russ), or call orbital strikes. Chimeras are perfectly reasonable. Exorcists, thats really up to you.

kinda like the ones SWAT teams sometimes use to dissar bombs?
you'd have to model them with some obviouse sensors/antennas... perhaps have a guy with the remote somewhere on the base
What would be super fluffy as a transport vehicle is the Repressor from forge world which is meant to be a vehicle used for crowd control and insurgency suppresion. Stats are pretty cool too as six arbites can fire their weapons from inside the vehicle through firing slits each turn.

For Arbites, you may want to skip some of the SoB iconography on those Repressors. Acually, the Repressor looks like a Rhino with modified hatches and armour.
And over there we have the labyrinth guards.
