I was looking for the rules for kroot mercs, and came across an entry that I had never paid much attention to: Shaper Councils! With these guys, you can get a unit of above-average strength, several-attack, several-wound, DS-able jump-packers that can all carry master-crafted eviscerators... the ultimate HQ/Tank/Termie/TMC hunters! Yeah, a fully tooled squad would be expensive as hell, but a toned down squad can be almost reasonable, and totally unexpected. It would also be fairly simple to come up with some fluffy human equivalent for the anti-xenos purists.
Power corrupts. Absolute power corrupts absolutely...
but it rocks absolutely, too!
Use them to represent a squad of alien bounty hunters.. Give them ragtag arms and armour.

there shouldn't be any reason for anyone to object to the use of kroot in an IG army. The kroot list itself contains fluff about just that. I say go for it, and start modeling some cool kroot.It would also be fairly simple to come up with some fluffy human equivalent for the anti-xenos purists
