    Tanks wouldnt be a problem, just make then look looted and run down.
    The ST could be like their retainers and make sure that they dont get too out of hand.
    Cool army idea btw (Y)

    There are some rules and a codex formatt for the Penal Legions, sorry but I cant recall which on it is in but they do have special rules and special weapons

    nope, they don't get a special rules format. Penal legions are just regiments that are full of people serving time as punishment. some are lifers, and therefore will die on the battlefield. needless to say, such a force would not be well-motivated to stay and fight, hence the lots of commissars.

    if you mean last chancers, yeah, they do, but they aren't a generic penal legion, they are special.

    personally i'd make ample use of Conscripts and Veterans.

    basically have 3 levels of inmate.

    the youngin' = conscripts
    inmate = standard infantry
    lifers = veterans

    then have lots of commissars and some stormies/gernadiers (arbrites)

    then paint them blaze orange!

    Very easy to do.. Just take Cadians paint them in prison fatigues, I'd suggest blue with those little black markings on them, maybe throw in some Necromunda models for the really hardcore guys and leaders.

    As for what would be fluffy. Loads of conscripts, not too much armour (though the run down, looted tanks seem appropriate), probably not mechanized. Sentinels (they'd be great for patrolling penal worlds and rounding up escapees.)

    I like the grenadiers as arbites thing. But seriously.. big and with lots of crappy infantry is the way to go.

    You could include heavy vehicles, just convert them to look like there run by the prison gaurds, like riot supression vehicles. The command section in every platoon could be prson gaurds to, keeping the prisioners in check.
