I've been playing IG for a few months now, and just got round picking doctrines and the likes for my army.
Standings on the doctrines:
Allow use of stormtroopers
Now, I can't come up with a fifth doc, any suggestions?
I do have some restrictions, though.
These guys are from a city planet, alot like Coruscant from Star Wars. Roughly 0,8 times the size of Earth, and got 10 billion inhabitants. It's an all city planet, save for some bodies of water. That kinda rules out the allow use of rough riders, so please don't say "get rough riders"
Well, if anybody would be able to help me, please do!
See thing is you dont have to take 5 doctrines, so why bother? use the doctrines that fit both background and your army, (you have given background, put up an army list)
Everything you have been told is a lie!
Command HQ: HSO, medic, standard bearer, meltagun, mastervox, commissar.
Firesupport squad with 2 autocannons and a H. bolter.
Storm troopers squad, 1 sergeant + 9 others, 1 grenade, 1 flamer.
Veteran squad: Flamers + gren.launchers.
1 platoon with 2 squads of impies, accompanied by commissar.
1 armored fist squad.

Any suggestions for either the last doctrine, some more fluff or things to be added? =/

lets see, its a city planet like coruscant then it is covered in skyscrapers no doubt. since IG fulfill the "national guard" role for their planets then they would be used to quelling any public disturbances either in or around these skyscrapers, correct.
since its hard to just deploy tanks in the middle of busy cities it would reason that at times they would have to drop from the buildings above, or even higher than that if it is a building they are storming.
so how about some drop trooper doctrine. seems to make sense for your guys and its always kinda nifty to see drop troops on the table.
hope that helps ya out.
Either that or since they are used to city control, they have become adept at forming lines to hold back rioting crowds. In these tight formations they can defend a position more easyily and feel safer with their comrades at their sides.

I.e did you pick it because you thought it'd fit in the fluff or in the doctrines I have so far?
Close Order Drill is your best bet for fluff.
Because how smale of a area that your boys whoud be use to fighting in they whoud natural become better at fighting "with each other" like using another guys strikes as part of yours. *thinks of two lase guns hiting ones head at the same time* he he he. also they whoud be doing alot of EBCR, Enter building clear room...a US Army battle drill. so they whoud be right with each other when they assualt. In "real" life when military enter rooms, at lest the USA, they have 4 guys go in at almost the same moment. I don't know if this makes sense to anyone, but oh well. I hope one one gets it.
Go with COD, it is also free.
