Well... basically the title explains it. Just wondering, I have yet to assemble any.

the mortar is most effective against lightly armour infantry, gaunts, IG, kroot, guardians etc, it has a reasonable range and can fire at things it cant see, which is ocasionally very usefull.
its virtually useless against anything with good armour though, as it cant affect more than one or two modles at best.
A good place for a mortar would be a command squad, allowing it to give leadership boosts whilst still staying out of sight and firing its mortar over its cover..
personally, i dont like mortars, but you might find you do.

I don't use them alone, I use the mortar squad - which gives the cool multiple barrage rule!
Against some armies, like necrons and marines, the mortar tends to be less effective, but it still gives the feeling that there is nowhere to hide. The same thing that makes the basilisk such an intimidating weapon. Even the toughest armies have their weaker points that like to creep behind terrain. Last mission I played was all-infantry against Tau. My opponent sacrificed two crisis suits to take out the mortars that were a pain in the ass to his Firewarriors.
In our club, we usually play with lots of terrain pieces, so people playing on open fields will probably find the ** points for the squad better spend on a squad with a missile launcher or one with three heavy bolters.
my advice: if you like them, Imperial_Might, if it is your style, use them.

are they good?
well you gotta say more than that. are they good at killing TMC? No.
are they good at killing Necrons? No.
are they good at killing Greater Deamons or any High Toughness multiwound character? No.
are they good against fearless troops? No.
what are they good at?
hitting things that are out of LOS, but too close to use a bassie
having indirect in a Patrol game.
causing pinning checks
killing Stealth Suits!
putting the hurt on hordes of Orks,Nids,Kroot, IG, ect
giving command squads who are out of LOS an ability to kill
i like mortars, they're fluffy, good for command squads, and give my some close range indirect (fills the whole the bassie has).
however, there's just some things out there that they don't do well the trick is using them on targets that they're good at.
and don't forget, you may only get 2 models UNDER the blast template, but any model it touches is a partial. no reason why with a lil luck, you can get 3-5 per hit, unless they're purposely spacing out.
and even SM fail saves once and a while.
